山西省农村义务教育问题研究

【摘要】：义务教育是国家统一实施的所有适龄儿童、少年必须接受的教育，是国家必须予以保障的公益性事业。山西省作为经济欠发达的省份，，教育事业的发展尤其是农村义务教育的发展相对落后。鉴于此，本研究以相关文献资料、统计数据和调查得到的数据为依据，以义务教育的公共产品属性为前提，以新《义务教育法》的相关规定为主线，通过调查与访谈，共发放问卷260份，收回有效问卷231份，将所得的数据与资料进行统计分析，得出的结论是：我省农村义务教育存在一定的问题，其中较为严重且与《义务教育法》相关规定相差较远的问题主要是农村学生生源问题、农村学生隐性辍学问题、农村留守儿童问题与农村义务教育经费问题；以此为基础，本研究以《义务教育法》的规定及相关的政策法规为依据，从农村义务教育的管理体制、财政体制及国家政策方面对存在的问题进行了深入剖析；最后，从调查的实际情况出发，结合山西省省情，提出促进我省农村义务教育发展的健全农村义务教育发展的法律体系，建立政府、社会、学校、家庭四位一体的管理体系，整合农村义务教育资源提高办学效益的对策，从而促进我省农村义务教育的发展。
[Abstract]:Compulsory education is a kind of education for all children of school age and adolescents which the country must guarantee. As an underdeveloped province, the development of education, especially the rural compulsory education, is relatively backward. In view of this, this study is based on the relevant literature, statistical data and data obtained from the survey, taking the public product attribute of compulsory education as the premise, taking the relevant provisions of the New compulsory Education Law as the main line, through investigation and interview. A total of 260 questionnaires were sent out, 231 valid questionnaires were collected, and the data and data obtained were statistically analyzed. The conclusion is that there are some problems in compulsory education in rural areas in our province. Among them, the problems which are more serious and far different from the relevant provisions of compulsory Education Law are mainly the source of rural students, the problem of rural students dropping out of school recessive, the problem of rural left-behind children and the problem of rural compulsory education funds. On the basis of this, based on the provisions of the compulsory Education Law and related policies and regulations, the paper analyzes the existing problems from the aspects of rural compulsory education management system, financial system and national policy. Finally, starting from the actual situation of investigation and combining with the situation of Shanxi Province, this paper puts forward a sound legal system of rural compulsory education development in our province, and establishes a four-in-one management system of government, society, school and family. In order to promote the development of rural compulsory education in our province, we should integrate the resources of rural compulsory education and improve the efficiency of running a school.
