山东省小学足球课程开展现状及发展对策研究

【摘要】：2015年2月27日,中央全面深化改革领导小组第十次会议,审议通过了《中国足球改革总体方案》,围绕方案提出了校园足球长远发展目标及任务,根据当前学校和学生实际,突出基础性、针对性、实用性等基本原则,为不同学龄段的中小学生设定足球课程。山东省根据上级相关政策制定了发展校园足球的计划,并且编写了符合现在发展趋势的中小学足球教程,要求从2015年秋季新学期开始起,山东省小学要在原有课程基础上加一节足球课,大力发展校园足球,为国家培养足球后备人才。本文通过文献资料、实地考察与访谈、问卷调查、数理统计等方法研究山东省小学足球课程开展现状,对足球课程开展过程中遇到的主要问题进行分析,借鉴先进的足球课程发展理念找出解决问题的办法,为下一步小学足球课程可持续健康发展提供一定的理论依据,通过研究得出如下结论与建议。通过实证调查得出如下结论：1.部分学校领导对围绕《中国足球改革总体方案》提出的目标任务,尽快开展校园足球课程发展重视程度还不够深入,对发展小学足球课程的认识还相对不足。2.校园足球管理部门管理机制还不完善,运行机制相对不健全,具体职责分工尚不明确。3乡镇学校受现阶段教育环境的影响,大多注重学业成绩,而忽视校园足球课程的发展。4.大多小学足球课程开展模式较单一,教学过程缺乏多元性,不能很好的调动学生学习足球的积极性。5.小学一线足球教师或教练员的教学经验欠缺,足球业务专项水平急需进一步培训提高。6.乡镇小学校园足球发展经费得不到保障,足球场地设施尚不能满足校园足球课程教学标准。建议：1.学校高度重视学校体育和学生体质,按照体育与健康课程标准及有关规定开展体育教学和校园足球工作。2.课程设计组织部门,要紧紧围绕《中国足球改革总体方案》提出的校园足球目标任务,根据当前学校和学生实际,应突出基础性、针对性、实用性等基本原则,编写不同学段的小学生足球教材。3.加大小学足球教师的培训力度,提倡专业足球运动员到学校任职,学习、借鉴好的教学经验,尽快提高小学足球教师专项业务水平。4.尽快完善小学足球联赛体系,大力促进不同地域校际间足球比赛交流。5.相关部门要严格监督小学足球经费的合理使用情况,完善小学足球场地等硬件设施的建设。6.尽快加大校园足球文化宣传力度,促使小学生尽早认识足球,学习足球专项技术,培养足球学习乐趣,发挥足球育人功能,促进学生全面健康发展。
