区域教育提振之路:以均衡促进发展——“北仑现象”的教育报告

【摘要】：经过二十几年的艰苦创业,北仑教育经历了以普及义务教育为抓手推动教育整体发展的夯实奠基阶段、以均衡发展为指向实施素质教育的整体提升阶段和以人为本理念统领教育和谐发展的锐意创新阶段。在均衡发展过程中,北仑教育形成了"办好每一所学校、开好每一门课程、教好每一个学生、成就每一位教师"的战略思路,使区域教育均衡化发展落到实处。"北仑现象"启示我们,均衡是教育发展的必然取向与基础,教育均衡的指向是以人为本,教育均衡的实质是以均衡促发展。
[Abstract]:After more than 20 years of hard work, education in Beilun has gone through the stage of laying a solid foundation for promoting the overall development of education by popularizing compulsory education. Taking the balanced development as the direction, the whole promotion stage of implementing quality education and the innovation stage of guiding the harmonious development of education with the idea of people-oriented are pointed out. In the process of balanced development, Beilun education has formed the strategic idea of "running every school, opening every course, teaching every student, and achieving every teacher", which makes the balanced development of regional education come true. The phenomenon of Beilun enlightens us that equilibrium is the inevitable orientation and foundation of educational development, that the orientation of educational equilibrium is people-oriented, and that the essence of educational equilibrium is to promote development by balance.
