中国义务教育福利制度的发展及其完善研究

【摘要】:当前,由于城乡二元结构的管理体制、地区经济发展的不平衡、优质义务教育资源需求的日益增长与供给不足之间的矛盾等因素的影响,义务教育福利的地区差异、城乡差异、校际差异和阶层差异,成为我国义务教育福利制度发展的主要问题,这些问题和差异,在不同程度上制约了中国义务教育福利制度建设的顺利进行。因此,对义务教育福利制度发展的理论与实践进行系统的探索和研究,分析目前存在问题的原因,以及提出针对性的政策建议,是时代赋予我们的历史使命。 虽然既有文献从不同角度,以资源配置、政府责任、弱势群体和政策建议为中心,展开了对教育公平与效率、公民权利、国家主体责任等方面的研究,但探讨三者之间的关系的研究并不多。在基于对既有文献进行分析后,本论文运用公共产品理论、弱势群体理论和人口流动理论,结合现实围绕三者关系,进行理论与实践相结合的系统性研究。 借鉴社会福利理论、类型、特征以及规律,提出了我国义务教育福利制度发展的总体原则和目标,并以此作为其运行、完善的基础。基于对我国义务教育福利制度主要问题及其原因的客观分析,本文提出了完善中国义务教育福利制度的政策建议: 中国义务教育福利项目的协调化。义务教育福利是由若干具体项目组成,为了有效地保障公民的受义务教育权利,义务教育福利项目设计时要做到多样化,包括项目安排结构的多样化、项目范围结构的多样化、以及水平结构的多样化,并且以政策途径方式为主,进行主动的、积极的协调。 中国义务教育福利主体的多元化。义务教育福利的供求平衡是推动该制度发展的决定因素之一,人口流动引发了义务教育福利需求主体的多元化,要满足多元主体的需求,供给主体也必然多元化,即供给责任主体是中央政府为主,地方政府为辅,第三部门和市场也可成为供给主体之一。 义务教育福利发展的公平化和均衡化。其措施主要包括:加大对农村义务教育福利的投入,完善相关义务教育福利政策,以及实施农村义务教育福利工程,以提高农村义务教育福利水平。完善就近入学原则,借鉴国外弱势群体的义务教育福利补偿机制的实践经验等,保障大多数人的义务教育福利权利,加大对弱势群体的受教育权利的保障力度,在最大范围内实现义务教育福利制度的公平性。完善农民工子女接受义务教育的入学政策、财政体制、管理体制,以此为载体,构建义务教育福利城乡一体化。从教育政策的利益平衡机制与资源配置均衡机制,着手调节、缩小义务教育福利发展中的差距,实现义务教育福利制度的均衡发展。
[Abstract]:At present, due to the management system of urban-rural dual structure, the imbalance of regional economic development, the contradiction between the increasing demand for high-quality compulsory education resources and the shortage of supply, the regional differences in compulsory education welfare, the differences between urban and rural areas, The differences between schools and strata have become the main problems in the development of compulsory education welfare system in China. These problems and differences restrict the smooth progress of the construction of compulsory education welfare system in China to varying degrees. Therefore, it is the historical mission entrusted to us by the times to systematically explore and study the theory and practice of the development of compulsory education welfare system, analyze the causes of the existing problems and put forward targeted policy suggestions. Although the existing literature has carried out research on educational equity and efficiency, civil rights, and the responsibility of the main body of the State from different angles, focusing on the allocation of resources, government responsibility, vulnerable groups and policy recommendations, However, there are few studies on the relationship between the three. Based on the analysis of the existing literature, this paper uses the theory of public goods, the theory of vulnerable groups and the theory of population mobility, combined with reality around the relationship between the three, to carry out a systematic study of the combination of theory and practice. Based on the theory, types, characteristics and laws of social welfare, this paper puts forward the overall principles and objectives of the development of compulsory education welfare system in China, and takes it as the basis for its operation and perfection. Based on the objective analysis of the main problems and their causes of compulsory education welfare system in China, this paper puts forward some policy suggestions for perfecting China's compulsory education welfare system: the coordination of compulsory education welfare projects in China. The welfare of compulsory education is composed of a number of specific projects. In order to effectively protect the rights of citizens to compulsory education, the design of compulsory education welfare projects should be diversified, including the diversification of project arrangement structure and the diversification of project scope structure. And the diversification of horizontal structure, and take the policy approach as the main way to carry out active and active coordination. The diversification of welfare subjects in compulsory education in China. The balance between supply and demand of compulsory education welfare is one of the decisive factors to promote the development of the system. The fairness and balance of the welfare development of compulsory education. The measures mainly include increasing the investment in rural compulsory education welfare, perfecting the relevant compulsory education welfare policy, and implementing the rural compulsory education welfare project in order to improve the rural compulsory education welfare level. We should improve the principle of nearest admission, draw lessons from the practical experience of the compulsory education welfare compensation mechanism of vulnerable groups in foreign countries, protect the welfare rights of compulsory education for the majority of people, and strengthen the protection of the educational rights of vulnerable groups. To realize the fairness of compulsory education welfare system to the maximum extent. We should perfect the admission policy, financial system and management system for the children of migrant workers to receive compulsory education, and take it as the carrier to construct the integration of urban and rural welfare of compulsory education. From the balance mechanism of interest and resource allocation of education policy, we should adjust it, narrow the gap in the development of compulsory education welfare, and realize the balanced development of compulsory education welfare system.
