有关财政教育支出偏差与矫正

【摘要】：自改革开放以来 ,我国在增加教育经费支出和改进经费管理方面 ,均取得了前所未有的巨大成就 ,但同时 ,还必须清醒地看到存在的困难和矛盾。穷国办大教育是中国的现实 ,教育经费短缺是制约中国教育发展的重要因素 ,而政府投入不足则是我国教育经费短缺的根本原因。从国家财政收入在国民收入构成中的地位来看 ,政府应当充分发挥国家教育投资主渠道的作用 ,以弥补家庭和社会对教育投资的不足 ,保证整个教育的正常发展。资金保障是加快教育发展步伐的基础 ,没有足够的资金 ,实现教育事业的跨越式发展就无从谈起
[Abstract]:Since the reform and opening to the outside world, China has made unprecedented achievements in increasing the expenditure on education and improving the management of funds, but at the same time, it is also necessary to see clearly the difficulties and contradictions that exist. Education in poor countries is a reality in China, the shortage of educational funds is an important factor restricting the development of education in China, and the lack of government investment is the fundamental reason for the shortage of educational funds in China. From the point of view of the position of national financial income in the composition of national income, the government should give full play to the role of the main channel of national education investment, in order to make up for the deficiency of family and society in education investment and ensure the normal development of the whole education. Fund guarantee is the foundation of speeding up the development of education. Without sufficient funds, there is no way to realize the leapfrog development of education.
