北京安徽广西三地学校卫生监督人力资源及监管现状研究

【摘要】：目的了解北京、安徽、广西卫生监督机构学校卫生监督人力资源、装备及监督监测工作开展情况,分析其差异及存在问题,为加强学校卫生监督队伍建设,提高学校监督效能提供依据。方法采用自制统一的调查表格对三地所有地市级和县级卫生监督机构进行调查,对调查资料进行统计分析。结果所调查的239家卫生监督机构设有独立学校卫生监督科室36个,占15.1%;地市级设有独立学校卫生监督科室比率为26.9%;独立科室学校卫生监督员平均每科3.1人;含有学校卫生监督职能科室(含内设和派出机构)中从事学校卫生监督人员1 078人,其中专职占10.8%,兼职占89.2%。各地学校卫生监督机构设置、人员数量和设备配置及监督监测工作开展不平衡,北京优于安徽和广西。结论学校卫生监督人力资源不足,中西部学校卫生监督监测工作有待加强,需加大对欠发达地区学校卫生监督的投入。
[Abstract]:Objective to understand the development of human resources, equipment and supervision of health supervision in schools in Beijing, Anhui and Guangxi, and to analyze the differences and problems, so as to strengthen the construction of health supervision team in schools. To improve the effectiveness of school supervision. Methods A self-made and unified investigation table was used to investigate all the prefectural and county-level health supervision agencies in the three places and the investigation data were statistically analyzed. Results there were 36 independent school health supervision departments in 239 health supervision institutions, accounting for 15.1.The ratio of independent school health supervision departments at prefectural and municipal level was 26.9. The average number of school health supervisors in independent departments is 3.1 in each subject, and in the departments with school health supervision functions (including internal and local offices), there are 1 078 school health supervisors, of whom 10.8 are full-time and 89.2 are part-time. The establishment of school health supervision agencies, the allocation of personnel and equipment, and the imbalance of supervision and monitoring work in various places are better in Beijing than in Anhui and Guangxi. Conclusion the human resources of school health supervision are insufficient, and the work of school health supervision and monitoring in the central and western regions needs to be strengthened, and the investment in school health supervision in less developed areas should be increased.
