美国公共管理硕士教育及对中国的借鉴意义

【摘要】:公共管理硕士(MPA)教育在美国已有82年的历史且发展迅速,为美国培养和输送了大量优秀的公共事务管理人才,对美国政府和公共管理事业起到了积极作用。作为我们从西方引进的先进教育模式,MPA在我国还刚刚处于起步阶段。尽管设置公共管理硕士专业学位时间不长,但成效显著。然而在发展过程中也存在着诸多问题阻碍了MPA在我国的快速成长。 本文通过对美国MPA教育的简要回顾,对美国公共管理教育中的几点值得注意的特点进行了重点分析,包括MPA教育体系的完整性,多样性,教育手段的创新以及MPA教育的全球化,并对美国MPA教育的趋势做出预测。最后,文章就美国公共管理硕士教育对中国公共管理硕士教育的借鉴意义做出了评论和建议。 文章通过分析研究得出以下结论:美国MPA在未来发展中可增加学校与政府及社会公共事务机构的联系,为学生提供更加宽广的学习空间和实践机会;随着社会的不断发展,MPA教育对教师的要求越来越高使其面临更多挑战;合作办学的培养模式将得到广泛应用;MPA毕业生的竞争力和受社会认可程度将不断提高。在我国,公共管理硕士教育可以作为我国公务员培训的重要手段,也是公务员队伍能力建设的新途径;对政府机构的优化配置和以及建立符合社会主义市场经济秩序的公共管理体系也起到了积极的影响;同时,MPA教育也开拓了我国公共管理人才培养的新领域,加强了校际之间、学科之间的学术交流,促进了政府和学校之间的联系。公共管理的理论与实践更紧密结合,也向传统教育模式提出挑战,从而造就出一支新型教师队伍。作者希望通过本文对美国MPA教育发展现状及其对中国MPA教育的借鉴作用的研究与分析对中国MPA教育的改革与发展起到一定的积极的作用。
[Abstract]:The Master of Public Administration (MPA) education has been in the United States for 82 years and has developed rapidly. It has trained and transferred a large number of outstanding personnel of public affairs management in the United States, and has played a positive role in American government and public administration. As an advanced mode of education introduced from the West, MPA is still in its infancy in China. Although the establishment of a master's degree in public administration did not last long, the results were remarkable. However, in the process of development, there are many problems that hinder the rapid growth of MPA in China. Through a brief review of MPA education in the United States, this paper focuses on the characteristics of American public administration education, including the integrity, diversity, innovation of educational means and the globalization of MPA education, including the integrity, diversity, innovation of educational means and the globalization of MPA education in the United States, including the integrity, diversity, innovation of educational means and the globalization of MPA education. The trend of MPA education in the United States is forecasted. Finally, the paper makes some comments and suggestions on the reference significance of American Master of Public Administration education to China's Master of Public Administration Education. The paper draws the following conclusions through the analysis and research: in the future development of MPA in the United States can increase the relationship between school and government and social public affairs institutions, and provide students with wider learning space and practical opportunities; With the development of society, MPA education requires more and more teachers to face more challenges; the training mode of cooperative running schools will be widely used; the competitiveness of MPA graduates and the degree of social recognition will continue to improve. In China, master of public administration education can be regarded as an important means of training civil servants, and also a new way to build the capacity of civil servants. It has also played a positive role in optimizing the allocation of government institutions and establishing a public management system in line with the order of the socialist market economy. At the same time, MPA education has also opened up a new field for the training of talents in public administration in our country and strengthened the intercollegiate relationship. Academic exchanges between disciplines promote the relationship between government and schools. The theory and practice of public management are more closely combined, and challenge to the traditional education model, thus creating a new type of teachers. The author hopes that the research and analysis of the current situation of MPA education in the United States and its reference to MPA education in China will play a positive role in the reform and development of MPA education in China.
