【摘要】：校企合作是我国高等职业教育发展的基础性要素已经得到业内的高度认可，而要推动校企合作的进一步发展，制度改革是关键业已成为业内较为一致的看法。然而校企合作的制度改革步履维艰，，其原因在很大程度上是由于我国职业教育校企合作发展的历史过程使如今的制度改革存在一定的路径依赖。所谓路径依赖，简单地说，类似于物理学中的惯性。制度一旦走上了某条路径，就会对这条路径产生依赖。通过对建国后我国职业教育校企合作制度发展变化的梳理，可以发现我国高职校企合作制度改革的路径依赖主要表现在两个方面。第一，传统的校企合作制度基本上是以学校为主建立起来的，行业企业很少参与校企合作的制度设计，制度内容也基本上以学校的利益为出发点，其原因主要是由于我国的高等职业教育基本上是学校单主体办学，而且缺乏校企之间的利益合作机制，学校只向教育行政负责，与行业行政没有直接利益关系；第二，由于长期以来的单主体办学不仅使学校对行业企业的情况缺乏了解，而且缺少从行业企业利益出发设计制度的意识和能力，政府的教育行政指导也多半从教育利益出发，缺少行业行政的合作。以上两者形成的传统习惯，在某种程度上催生了学校本位的利益集团，对制度改革造成一定的阻力，而且突破传统习惯需要相应的外部环境优化，因此必然有一个漫长的过程。路径依赖的存在是客观的，不以人的意志为转移，因此要正确认识路径依赖，在尊重路径依赖存在的前提下进行校企合作的制度改革。首先，我们要认识到，由于我们必须对长期以来在原有制度下形成的习惯和发展路径予以充分的尊重，因此制度改革不可能一蹴而就，需要一个漫长的过程；第二，要继续解放思想、革新理念，提高学校与行业企业双主体办学意识，充分考虑行业企业在校企合作中的利益；第三，要坚持政府的领导和办学的社会主义方向以及学生的全面发展，坚持政府在制度改革中的主导地位，并争取行业行政、人力资源与社会保障行政等多方的参与和支持，逐步建立政府多部门共同指导的参与机制，推进顶层设计的科学化；第四，提高创新动力，探索以行业企业为主体的高等职业教育办学体制，探索创办协调校企关系的校企合作中介机构，推动校企合作双赢机制的建立。
[Abstract]:School enterprise cooperation is highly recognized by the basic factors of the development of higher occupation education in our country has been in the industry, and to promote the further development of school enterprise cooperation, system reform is the key industry has become a more consistent view. However, the reform of the system of cooperation between the said of an aged person to a great extent, the reason is due to the historical process of the development of school enterprise cooperation education occupation in China the reform now depends on the existence of a certain path.
The so-called path dependence, simply said, similar to the physics of the inertial system. Once embarked on a path that will depend on this path. Based on the development of school enterprise cooperation system of occupation education in China after the founding of the comb, can find the path of our school enterprise cooperation system reform depends mainly in two aspects. First, the traditional system of school enterprise cooperation is basically based on school set up, system design industry few enterprises participating in the cooperation, the content of the system is basically in the interests of the school as the starting point, the main reason is because of the higher occupation education in our country is basically a single subject and school running. The lack of interest of school enterprise cooperation mechanism between the school is only responsible for the educational administration, no direct interest relationship with industry administration; second, due to the long single subject not only make the school running The lack of understanding of the industry enterprises, and the lack of awareness and ability of designing the system from the industry and enterprise interests, education and the guidance of the government are mostly from the perspective of educational interests, lack of cooperation of industry administration. Both the formation of the traditional habit, to some extent, give birth to the school based interest groups, causing certain resistance to reform of the system, and break the traditional habits need to optimize the external environment accordingly, therefore there is a long process.
Path dependence is objective, not the people's will, therefore it is necessary to understand the path dependence, the reform of the system of school enterprise cooperation in respect of path dependence exists. The first, we have to recognize that, as we must fully respect the habits and the path of development has formed in the original system therefore, the system reform can not be achieved overnight, need a long process; second, we must continue to emancipate the mind, innovative ideas, improve the double subjects of school and enterprises running consciousness, fully consider the industry enterprises in the cooperation interests; third, the comprehensive development to adhere to the direction of government leadership and school and students adhere to the leading position of the government, in the reform, and for the industry administration, human resources and social security administrative multi-party participation and support, and gradually establish a government To guide the multi sectoral participation mechanism, promote top-level design scientific; fourth, improve the power of innovation, to explore the industry enterprises as the mainstay of the higher occupation education system, to explore the school enterprise cooperation agency founded enterprise coordination relations, promote the establishment of a win-win mechanism.
