异质型人力资本视角下青岛市高职院校教师业务素质研究

【摘要】:随着我国经济的发展和国家级战略《山东半岛蓝色经济区发展规划》深入实施,山东半岛特别是青岛市社会经济发展进入一个新的增长期,社会经济的发展就需要更多的既熟练掌握实践技能又具有扎实理论知识的高素质技能型人才,高职院校作为高素质技能型人才最重要也是最主要的培养基地,也就担负起了重要的使命,青岛市高职院校的发展迎来了机遇。而不可否认的是,随着生源整体数量的下降以及世纪初高职院校的盲目建设,青岛市高职院校的生源争夺愈演愈烈,高职院校之间的竞争日益加剧,这也给高职院校的进一步发展带来了挑战。 青岛市高职院校要想在机遇和挑战并存的当下提升自身的竞争力,提高学校的办学水平,最重要的途径就是,提升任职教师的人力资本,建设一支高素质、复合型的师资队伍,因为教师人力资本是高职院校人力资本的核心。目前青岛市高职院校在教师队伍培养和发展教师人力资本上还存在问题和不足,总的表现为:教师队伍不合理,缺乏异质型教师即双师型教师,兼职教师队伍薄弱;高职院校在制度建设上落后,难以激发教师提升人力资本的积极性;学校的人力资本发展观念还需改进等等,这些问题和不足需要尽快的去改善。 本文则依据现状不足之处提出了以加强青岛市高职院校制度建设为根本措施来为教师人力资本的发展提供条件和保障;建立有利于推动高职院校教师人力资本异质性转化的激励机制、培养机制等;推动青岛市高职院校现有人力资本发展体制的改革创新;探索借鉴新的思路来为高职院校教师人力资本的异质性转化指出新途径和新方向。
[Abstract]:With the development of our economy and the implementation of the national strategy "the blue economic zone of Shandong Peninsula", the social and economic development of Shandong Peninsula, especially Qingdao City, has entered a new period of growth. The development of social economy needs more and more skilled talents with practical skills and solid theoretical knowledge. Higher vocational colleges are the most important and the most important training base for high-quality skilled talents. The development of higher vocational colleges in Qingdao has ushered in an opportunity. It is undeniable that with the decline of the overall number of students and the blind construction of vocational colleges at the beginning of the century. The competition between higher vocational colleges in Qingdao is becoming more and more serious, which brings challenges to the further development of higher vocational colleges. The most important way for Qingdao higher vocational colleges to improve their competitiveness and improve the level of running schools is to improve the human capital of teachers and build a high quality. Because the human capital of teachers is the core of the human capital of higher vocational colleges, there are still some problems and deficiencies in the training and development of teachers' human capital in Qingdao higher vocational colleges. The overall performance is: unreasonable teachers, lack of heterogeneous teachers, that is, double-qualified teachers, part-time teachers are weak; Higher vocational colleges are backward in system construction, so it is difficult to stimulate teachers' enthusiasm in promoting human capital. The concept of human capital development in schools still needs to be improved, and so on, these problems and deficiencies need to be improved as soon as possible. According to the deficiency of present situation, this paper puts forward the basic measures of strengthening the system construction of Qingdao higher vocational colleges to provide conditions and guarantees for the development of teachers' human capital. To set up incentive mechanism and training mechanism to promote the heterogeneous transformation of teachers' human capital in higher vocational colleges; To promote the reform and innovation of the existing human capital development system in Qingdao higher vocational colleges; This paper explores new ways and new directions for the heterogeneity transformation of teachers' human capital in higher vocational colleges.
