挪威现代学徒制:管理、模式、特征及启示

【摘要】：现代学徒制是当前国内外职业教育改革的重点议题。挪威已构建了一个较为完善的中等职业教育现代学徒制体系。以1994年改革为临界点,挪威传统学徒制步入现代学徒制发展新阶段。在依法办学的前提下,三方合作机制贯穿挪威现代学徒制管理的各个层面。在实践中,挪威现代学徒制包括"2+2模式"、"1+3模式"、"3+1模式"、"2+2.5模式"、双元模式、实践证书等实施模式,呈现出三个主要特征:管理权限下放,行业企业充分参与;实施方式灵活、继续学习路径通畅;重视质量保障,加强师资队伍建设。挪威现代学徒制的成功经验对我国现代学徒制改革具有诸多启示。
[Abstract]:The modern apprenticeship system is the key topic of the current vocational education reform at home and abroad. Norway has constructed a relatively perfect modern apprenticeship system in secondary vocational education. Norway's traditional apprenticeship system has entered a new stage of modern apprenticeship system development. Under the premise of running a school according to law, the tripartite cooperation mechanism runs through all levels of Norwegian modern apprenticeship management. Norway's modern apprenticeship system includes "22 mode", "13 mode", "31 mode", "22.5 mode", "dual mode", "practical certificate" and so on. It shows three main characteristics: decentralization of management authority, full participation of industry and enterprise, flexible implementation mode, etc. The successful experience of modern apprenticeship in Norway has many implications for the reform of modern apprenticeship system in China.
