职业教育立法与制度创新:国际比较的启示

【摘要】:近年我国职业教育法修订工作备受教育立法部门和职业教育领域相关利益机构关注。立法作为一种社会治理手段,在形塑德国和英美国家职业教育发展实践中发挥着重要作用。德国相关立法从制度框架上保障了学校和企业间、联邦与各州间沟通和协调渠道,而英美国家在相关领域立法则相对较为松散和分立。我国修订职业教育法,关键是处理好职业教育法与其他教育立法间的交叉关系,且须以职业教育制度创新为前提,包括强化以省为主的职教治理与经费统筹机制,对面向不同行业或职业领域的职业教育进行分类改造,以及在发展条件相对成熟的行业或职业领域重组或创建专业性的法人社团组织。
[Abstract]:In recent years, the revision of the Vocational Education Law in China has attracted the attention of the educational legislative departments and the relevant interest organizations in the field of vocational education. Legislation as a means of social governance, It plays an important role in shaping the practice of vocational education development in Germany and the United States and the United States. The relevant German legislation guarantees the channels of communication and coordination between schools and enterprises, between the federal and the states, and between the federal and the states in the framework of the system. However, the legislation of Anglo-American countries in related fields is relatively loose and separate. The key to the revision of vocational education law in China is to properly handle the intersecting relationship between vocational education law and other educational legislation, and must take the innovation of vocational education system as the premise. Including strengthening the provincial vocational education governance and funding coordination mechanism, and reforming the vocational education in different industries or vocational fields into different categories. And in the relatively mature development of the industry or occupation to restructure or create professional corporate organizations.
