成都某职业学校“示范校建设项目”管理优化研究

【摘要】:建立现代职业教育体系,是促进现代职业教育服务转方式、调结构、促改革、保就业、惠民生和工业化、信息化、城镇化、农业现代化同步发展的制度性安排。因此在2010年和2014年,教育部、人社部等部委联合下发了《关于实施国家中等职业教育改革发展示范学校建设计划的意见》和《现代职业教育体系建设规划(2014-2020年)》,提出建设代表国家职业教育办学水平的中等职业学校,在中等职业教育改革发展中发挥引领、骨干和辐射作用。本文以全国首批创建国家中等职业教育改革发展示范学校(下文简称“示范校”)的成都某职业学校为例,从示范校项目的建设目标确定、组织机构设置、人力资源配置、资源规划管理和项目进度管理等方面入手,对示范校建设的项目管理过程,包括项目目标的调研、规划、项目的实施与控制等进行分析与论述。通过对学校内部的问卷调查、合作企业和上级主管部门的专家调研活动,了解学校内部职工和整个社会对于学校发展的看法和期望,梳理了学校发展的缺点和薄弱环节,确定了项目的总目标,并采用工作分解结构技术(Work Breakdown Structure technology,简称WBS)对项目总目标进行工作分解,细化成为切实可行的262项子任务。研究中采用了甘特图和资源规划等项目管理工具对项目的实施进度进行规划和控制,对项目的经费预算、经费的分项目和分年度安排计划表做出安排,确保项目能够在规定的时间约束和资源约束内按质按量的达到目标。采用直线职能型组织和项目型组织相结合的组织机构,解决学校日常行政管理模式与项目管理模式的冲突。论文对示范校建设项目质量风险也进行识别,并提出示范校建设项目质量控制方案的保障措施。在一定层面上做出了理论与实践的对接拓展,探索适合中等职业学校示范校顺利建设的管理方法。
[Abstract]:The establishment of modern vocational education system is an institutional arrangement to promote the transformation of modern vocational education service, adjust the structure, promote reform, protect employment, benefit people's health and industrialization, informationization, urbanization and agricultural modernization. Thus, in 2010 and 2014, the Ministry of Education, The Ministry of Human and Social Affairs and other ministries jointly issued the opinions on the implementation of the National Model School Construction Plan for the Reform and Development of Secondary Vocational Education and the Plan for the Construction of the Modern Vocational Education system 2014-2020, proposing that the construction represent the National Vocational Education Office. Secondary vocational schools with a high level of schooling, In the secondary vocational education reform and development to play a leading, backbone and radiation role. This paper takes the first batch of national model school for the reform and development of secondary vocational education (hereinafter referred to as "model school") as an example, from the model school project to determine the construction objectives, organizational setup, human resources allocation, Starting with resource planning management and project schedule management, this paper analyzes and discusses the project management process of demonstration school construction, including the investigation of project objectives, planning, project implementation and control, etc. Through the questionnaire survey within the school, the research activities of the experts of the cooperative enterprises and the higher authorities, we can understand the views and expectations of the school staff and the whole society for the development of the school, and comb out the shortcomings and weak links of the development of the school. The total goal of the project is determined, and the work Breakdown Structure technology (WBSs) is used to decompose the total goal of the project. Project management tools, such as Gantt Chart and Resource Planning, were used to plan and control the progress of project implementation, and to make arrangements for project budget, subprojects and annual schedules of funding, Ensure that the project is able to achieve its goals on a quality basis within the specified time constraints and resource constraints. The conflict between the daily administration mode and the project management mode of the school is solved by the combination of the linear functional organization and the project organization. The paper also identifies the quality risk of the model school construction project, and puts forward the guarantee measures of the model school construction project quality control scheme. On a certain level, the paper develops the connection between theory and practice, and explores the management method suitable for the successful construction of the model school in secondary vocational school.
