双元制背景下德国职教教师资格制度研究

【摘要】:从近代班级授课制的建立开始,教师成为一种专门职业已有300多年的历史。教师作为一种专门职业,承担着教书育人、传承文化的重任。作为教育的一个重要组成部分的职业教育,其发展水平的高低与职教教师的职业素质直接相关。因此,职教教师资格的认定理应遵循一套严格的职业资格制度,也只有具备一套严格的职教教师资格制度才能有效的规范职教教师资格,从而有力的推动职教教师专业化,提高职教教师队伍的整体素质。 德国历来就有重视教育的传统,是世界上最早开展职业教育的国家之一。其双元制职业教育在世界上堪称模范,被称为第二次世界大战后创造经济奇迹的“秘密武器”。同时,德国是世界上最早颁布教师资格规定的国家,也是世界上较早建立师范教育机构以专门培养教师的国家。可以说,德国先进的教师培养制度和严格的教师资格制度为职业教育的发展提供了重要的保障。健全完善的法律保障体系、分级分类的职教教师资格标准、完善合理的在职培训、职教教师较高的地位待遇是双元制背景下德国职教教师资格制度的主要特征,这也为世界上许多国家提供了借鉴。 我国自2001年全面实施教师资格制度以来,教师队伍的基本质量得以保证、教师管理也更加规范,然而也存在着一些问题。在2008年全国优秀教师代表座谈会上,胡锦涛总书记就强调:“要严格教师资格准入制度”。教师资格制度作为政策层面的教师准入制度,如何改进和完善才能更好的促进教育的发展?这是笔者极其感兴趣的领域之一。因此,文章首先对双元制背景下德国职教教师资格制度进行了深入的探讨,进而总结出其主要特征,最后在立足我国教师资格制度实施现状的基础上,对照德国的相关制度,为我国教师资格制度的改革提出具体建议。文章由五部分内容构成: 第一部分绪论主要介绍了研究的缘起,对国内外关于德国职教教师资格制度的相关研究及我国学者对职教教师资格制度的研究进行了综述,并在此基础上界定了基本的概念,说明了研究思路与研究方法。 第二部分在结合德国地理与人口、政治与经济等实际条件的基础上,简要的介绍了德国双元制的历史背景,并剖析了德国职业教育的双元结构。 第三部分分析了德国职教教师资格制度的现状,主要从资格标准、在职培训和地位待遇三个最主要的方面进行了探讨。 第四部分是根据第三部分对德国职教教师资格制度现状的探讨,总结出双元制背景下德国职教教师资格制度的基本特征,主要包括健全完善的法律保障体系、特定的职教教师资格标准、注重发挥在职培训的作用和职教教师的地位待遇较高等,分析了德国职教教师资格制度的优势所在。 第五部分在借鉴双元制背景下德国职教教师资格制度合理之处的基础上,认真反思了我国教师资格制度的不足,并从职教教师地位待遇、职教教师资格标准、职教教师在职培训三个方面提出了具体的建议,最后认证了在我国制定并实施具有职教特色的职教教师资格制度的必要性和可行性。
[Abstract]:Starting from the establishment of modern class teaching system, teachers have been a special profession for more than 300 years. As a specialized profession, teachers are responsible for teaching and educating people and inheriting the responsibility of culture. As an important part of education, vocational education is directly related to the professional quality of teachers. The qualification of vocational education teachers should follow a set of strict professional qualification system, and only a set of strict qualification system of vocational education teachers can effectively standardize the qualifications of vocational education teachers, so as to promote the professionalization of vocational education teachers and improve the overall quality of vocational education teachers.
Germany has always attached importance to the tradition of education. It is one of the earliest countries in the world to carry out vocational education. Its dual system vocational education is a model in the world. It is called the "secret weapon" to create economic miracle after the Second World War. At the same time, Germany is the world's earliest state of the provision of teacher qualification, and the world is the more. It can be said that the advanced teacher training system and strict teacher qualification system in Germany have provided an important guarantee for the development of vocational education. A sound and perfect legal guarantee system, a classified classification of Vocational Teachers' qualifications, a reasonable on-the-job training, and a higher vocational education teacher are given. High status treatment is the main feature of the German vocational education teacher qualification system in the context of dual system, which also provides a reference for many countries in the world.
Since the full implementation of the teacher qualification system in 2001, the basic quality of teachers is guaranteed and the management of teachers is more standardized. However, there are some problems. In the 2008 National Excellent Teachers' Symposium, the general secretary of Hu Jintao stressed: "the system of strict teacher qualification admittance". The teacher qualification system is the policy. How to improve and perfect the teacher admittance system at the level, how can we improve and improve the development of education better? This is one of the fields of great interest to the author. Therefore, the article first discusses the German vocational education teacher qualification system under the dual system background, and then summarizes its main characteristics, and finally is based on the system of teachers' qualification in China. On the basis of the current situation, we propose specific proposals for the reform of China's teacher qualification system based on the relevant systems in Germany. The article consists of five parts:
The first part of the introduction mainly introduces the origin of the research, the related research on the qualification system of German vocational education teachers at home and abroad and the research on the qualification system of vocational education teachers in our country, and the basic concepts are set up in this basic boundary, and the research ideas and research methods are explained.
The second part, based on the actual conditions of German geography and population, politics and economy, briefly introduces the historical background of German dual system and analyzes the dual structure of German vocational education.
The third part analyzes the current situation of the vocational qualification system for teachers in Germany, mainly from three aspects, namely, the eligibility criteria, on-the-job training and status treatment.
The fourth part is based on the third part of the status of the German vocational education teacher qualification system, summed up the basic characteristics of the German vocational education teacher qualification system under the dual system background, mainly including sound and perfect legal guarantee system, specific vocational education teachers' qualification standards, pay attention to the role of on-the-job training and vocational education teachers' status treatment The advantages of German vocational education teacher qualification system are analyzed.
The fifth part, on the basis of the rationalization of the German vocational education teacher qualification system under the dual system background, carefully rethinks the insufficiency of the teacher qualification system in our country, and puts forward the suggestions from three aspects: the status treatment of vocational education teachers, the standard of vocational education teachers and the on-the-job training of vocational education teachers. Finally, it has been established and implemented in our country. The necessity and feasibility of vocational education teacher qualification system with vocational education characteristics.
