利益相关者视角下高职院校内部治理结构研究

【摘要】:《职业院校管理水平提升行动计划(2015-2018年)》提出“高等职业教育要完善质量保障机制,完善院校治理结构,建立健全依法自主管理、民主监督、社会参与的高等职业院校治理结构。”高职院校实现有效管理,提高办学质量,提升院校竞争力需要一个合理的内部治理结构做保障。学校内部治理结构构建合理,不仅能激发学校内利益相关主体参与院校治理的积极性、提高学校治理的效率、实现民主治理,还能进一步确保决策的科学性和执行的顺畅性。第一章:绪论部分,概述了选题的背景与意义、相关文献综述、核心概念阐述及论题研究思路与方法。第二章:介绍高职院校内部治理的相关理论,利益相关者理论与博弈论。第三章:对高职院校内部治理主体关系的阐述,包括高职院校内部治理主体间的关系和特殊性,以及高职院校内部治理结构的功能体现和实现途径。第四章:沈阳市高职院校内部治理结构现状。首先介绍了被调查院校的基本情况和机构设置情况,随后进一步介绍高职院校内部利益主体的现状,并通过访谈形式对高职院校内党政工作人员进行了访问,通过问卷调查方式对师生人员进行的调查,总结出目前沈阳市高职院校内部治理结构的现状,以及取得的成绩和存在的问题。第五章:以利益相关者的视角总结优化高职院校内部治理结构的策略,包括:推进章程建设,实现依法治校;调整组织机构设置,实现合理分工;提升学术组织机构地位,实现教授治学机制;重视基层民众组织,营造良好民主管理氛围;优化内部治理组织机构,提升治理能力。
[Abstract]:The Plan of Action for improving the Management level of Vocational Colleges and Universities (2015-2018) puts forward that "higher vocational education should improve the mechanism of quality assurance, perfect the governance structure of colleges and universities, establish and improve independent management according to law and democratic supervision," Social participation of higher vocational colleges and universities governance structure. " To realize effective management, to improve the quality of running a school and to enhance the competitiveness of higher vocational colleges need a reasonable internal governance structure. The rational construction of school internal governance structure can not only stimulate the enthusiasm of the stakeholders involved in college governance, improve the efficiency of school governance and realize democratic governance, but also further ensure the scientific nature and smooth execution of decision-making. The first chapter: introduction, summarizes the background and significance of the topic, related literature review, core concepts and research ideas and methods. The second chapter introduces the theory of internal governance, stakeholder theory and game theory. The third chapter expounds the relationship between the internal governance subjects of higher vocational colleges, including the relationship and particularity between the internal governance subjects, as well as the functions of the internal governance structure of higher vocational colleges and the ways to realize it. The fourth chapter: Shenyang higher vocational colleges internal governance structure. First of all, it introduces the basic situation of the investigated colleges and the setting up of the institutions, then further introduces the present situation of the main body of internal interests in the higher vocational colleges, and interviews the party and government staff in the higher vocational colleges through the form of interviews. Based on the investigation of teachers and students, the paper summarizes the present situation of the internal governance structure, the achievements and the existing problems of the higher vocational colleges in Shenyang. The fifth chapter summarizes the strategies of optimizing the internal governance structure of higher vocational colleges from the perspective of stakeholders, including: promoting the construction of articles of association, realizing the management of schools according to law; adjusting the organizational setup to achieve a reasonable division of labor; promoting the status of academic organizations. We should realize the mechanism of teaching and study, attach importance to grass-roots organizations, build a good atmosphere of democratic management, optimize the internal governance organization, and enhance the ability of governance.
