沈阳市装备制造工程学校示范校建设项目质量控制研究

【摘要】：大力发展职业教育是提高全民族素质的重要途径，把职业学校做大做强的思路由来已久。伴随东北老工业基地的调整改造，企业结构调整、产品更新、技术升级等建设现代化企业的步伐，国家从2002年11月8日召开中国共产党第十六次全国代表大会开始，到目前为止已召开16次专题会议，研究东北地区老工业基地振兴的战略问题。2002年，国务院召开职业教育工作会议，做出了大力发展职业教育决定。2010年国家召开了全国教育工作会议，胡锦涛主席、温家宝总理在会议上做出重要讲话，指出推动教育全面协调发展，要把职业教育纳入经济社会发展规划，完善支持职业教育发展政策，动员全社会力量兴办职业教育。国家制定实施了《国家中长期教育改革和发展规划纲要（2010-2020年）》，教育部制定实施了《中等职业教育改革创新行动计划（2010-2020）》，都在积极推进职业教育的发展。为进一步提高办学水平，服务地方经济发展，根据教职成【2010】9号文件精神，沈阳市装备制造工程学校特申报国家中等职业教育改革发展示范学校。本文以沈阳市装备制造工程学校国家改革发展示范校建设项目为研究对象，以项目管理理论和质量控制理论为理论基础，以教育行业国家改革发展示范校建设项目成功建设经验为借鉴，对沈阳市装备制造工程学校国家改革发展示范校建设项目质量控制问题进行研究，提出项目质量控制的体系以及质量管理控制的保障措施。本文主要分为四章：第一章，首先简述研究的背景、目的与意义；其次回顾项目质量管理和项目质量控制理论以及风险管理理论，为下文对沈阳市装备制造工程学校国家中等职业教育改革发展示范学校建设项目的质量控制研究提供理论支撑；最后简述研究的主要内容。第二章，主要介绍了沈阳市装备制造工程学校的情况和国家中等职业教育改革发展示范学校建设项目的概况，，分析了沈阳市装备制造工程学校国家中等职业教育改革发展示范学校建设项目的可行性和对示范校建设项目进行质量控制的必要性。第三章，结合沈阳市装备制造工程学校进行示范校建设项目的特点和具体要求，制定了沈阳市装备制造工程学校示范校建设项目质量控制的方案，在方案中明确了质量控制的目标与质量控制的组织结构，并对项目质量控制的风险管理问题进行了深入的分析和防范。第四章，为进一步保证沈阳市装备制造工程学校国家职业教育改革发展示范校建设项目质量控制管理目标的顺利实现，本文又从沈阳市装备制造工程学校示范校建设项目质量控制的政策与机制保障、制度与管理保障、人力资源与资金保障三个方面，对项目质量控制的保障措施进行了研究。最后，对本文所得的研究结论进行了简要概述。总之，通过对该校示范校建设项目质量控制问题的研究，为沈阳市装备制造工程学校国家职业教育改革发展示范校建设项目质量目标的实现、为贯彻党的十六大和十六届六中全会精神、全面实现振兴东北老工业基地的战略目标、落实省市政府提出的“十一五”期间的工作目标、构建培养高素质的技能型人才环境，也为其他同类学校建设具有重要的指导和借鉴意义。
[Abstract]:The development of vocational education is an important way to improve the quality of the whole nation. It has a long history to make the vocational school bigger and stronger. With the adjustment and transformation of the old northeast industrial base, the adjustment of the enterprise structure, the renewal of the products, the upgrading of technology and so on, the state has held the Sixteenth National Communist Party of China from November 8, 2002. At the beginning of the Congress, 16 special conferences have been held so far to study the strategic issue of the revitalization of the old industrial bases in the Northeast.2002, the State Council convened a working conference on vocational education, and the country held a national education meeting on the decision to develop vocational education for.2010.
