谷城县中等职业教育与县域经济协调发展研究

【摘要】：县域经济是我国国民经济中具有综合性和区域性的基本单元和重要支柱，作为一种特殊的区域经济，它未来的发展将在很大程度上影响我国全面建设小康社会的进程。近年来，谷城县域经济不断发展，但在整个全国经济布局中发展比较滞后。目前谷城县经济发展程度不够、质量不优、水平不高，中等职业教育作为为当地企业输送高技能人才的媒介，二者如何协调发展，对谷城县域经济的发展起着不可替代的作用。本文首先分析了谷城县县域经济发展和中等职业教育之间现存的关联度，这体现在：谷城县中等职业教育发展规模与县域经济总量的相关性、谷城县中等职业教育专业设置和县域经济产业结构吻合度、谷城县中等职业教育与就业的相关关系。通过对现状研究，分析了谷城县域经济与中等职业教育不协调发展的原因，主要表现在中等职业教育经费投入不足，政府重视程度不够；谷城县中等职业教育生源危机；专业设置与县域经济特色产业结构不协调；中等职业教育师资队伍力量薄弱；学校、企业、政府不能形成合力，，校企合作表层化。通过以上现状和原因分析，提出了具有针对性和普遍性的建议：第一，扩宽融资渠道，加大政府财政投入，给中等职业教育提供充足的资金保障。第二，开展“学校营销”，增强中职教育吸引力。第三，以劳动力市场为导向，建立与产业结构相匹配的专业结构设置。第四，规范中职师资管理各个环节，全面提高教师整体素质。第五，建立校企合作的有效机制，实现地方企业与中职院校的共赢发展。
[Abstract]:County economy is a comprehensive and regional basic unit and important pillar in our national economy. As a special regional economy, its future development will greatly affect the process of building a well-off society in an all-round way in our country. In recent years, Gucheng county economy has been developing continuously, but it lags behind in the whole national economic layout. At present, the economic development degree of Gucheng county is not enough, the quality is not good, the level is not high, the secondary vocational education is the medium that conveys the high skill talented person for the local enterprise, how to coordinate the development between the two plays an irreplaceable role to the development of the county economy of Gucheng. This paper first analyzes the existing correlation between the development of county economy and secondary vocational education in Gucheng County, which is reflected in: the correlation between the scale of development of secondary vocational education in Gucheng County and the total amount of county economy. The specialty setting of secondary vocational education in Gucheng county coincides with the industrial structure of county economy, and the correlation between secondary vocational education and employment in Gucheng county. Through the study of the present situation, this paper analyzes the reasons for the inharmonious development between the county economy and the secondary vocational education in Gucheng County, which is mainly manifested in the insufficient investment in the funds for the secondary vocational education, the insufficient attention paid by the government, the crisis of the students in the secondary vocational education in Gucheng County. The specialty setup is not in harmony with the industrial structure of the county economy characteristic; the secondary vocational education teaching staff is weak; the school, the enterprise, the government cannot form the resultant force, the cooperation between the school and the enterprise is superficial. Through the analysis of the present situation and the reasons above, some suggestions are put forward: first, to widen the financing channels, to increase the government financial investment, and to provide adequate financial guarantee for secondary vocational education. Second, carry out "school marketing" to enhance the attraction of secondary vocational education. Third, take the labor market as the direction, establishes the specialized structure which matches with the industrial structure. Fourth, standardize the management of secondary vocational teachers, improve the overall quality of teachers. Fifth, establish an effective mechanism for cooperation between local enterprises and secondary vocational colleges.
