陕西高等职业教育管理中的政府职责研究

【摘要】：我国的高等职业教育经过改革开放后三十多年的快速发展,地方政府已经成为高等职业教育的主要举办者和投资者,地方政府尤其是省级政府在高等职业教育的发展中起着主导作用,因此,省级政府职责的发挥就成为高等职业教育关注的焦点。陕西的高等职业教育在政府的主导下,取得了快速发展,但仍存在一些问题和不足,面对陕西未来经济社会发展对技术人才的需求,积极发展高等职业教育是省级政府必须履行的职责。 了解政府在我国高等职业教育发展历程中的作用,对陕西高职教育发展现状进行梳理,与国内高职教育发达省份进行比较研究,借鉴发达国家政府管理高等职业教育先进经验,合理界定并充分发挥省级政府在高等职业教育管理中的职责,对陕西高等职业教育的改革和发展尤为重要。 本文共分六个部分,第一章介绍了论文的研究背景、意义,界定核心概念,讨论研究现状以及论文的研究方法和创新点；第二章分析了我国高等职业教育发展中的政府行为及作用；第三章通过对陕西高职教育发展现状的梳理,肯定政府在高职教育发展中取得的成绩,提出问题和不足；第四章介绍国内外政府管理高等职业教育的一些先进经验,结合我国及陕西省高等职业教育的实际,并从中得出一些启示；第五章分析了问题产生的原因；第六章探索性地提出了陕西省政府在高等职业教育管理中的职责及对策建议。
[Abstract]:With the rapid development of higher vocational education in China after more than 30 years of reform and opening up, local governments have become the main organizers and investors of higher vocational education. Local governments, especially provincial governments, play a leading role in the development of higher vocational education. The higher vocational education in Shaanxi has achieved rapid development under the guidance of the government, but there are still some problems and shortcomings. In the face of the future economic and social development of Shaanxi, the demand for technical personnel, Actively developing higher vocational education is the duty that provincial government must perform. To understand the role of government in the development of higher vocational education in China, to sort out the present situation of higher vocational education in Shaanxi, to carry out a comparative study with the developed provinces of higher vocational education in China, and to draw lessons from the advanced experience of government management of higher vocational education in developed countries. It is very important for the reform and development of Shaanxi higher vocational education to reasonably define and give full play to the responsibility of provincial government in the management of higher vocational education. This paper is divided into six parts. The first chapter introduces the research background, significance, definition of core concepts, research status, research methods and innovative points; The second chapter analyzes the government behavior and function in the development of higher vocational education in China, the third chapter affirms the achievements of the government in the development of higher vocational education through combing the present situation of the development of higher vocational education in Shaanxi Province, and puts forward the problems and deficiencies. The fourth chapter introduces some advanced experiences of government management of higher vocational education at home and abroad, combines with the reality of higher vocational education in China and Shaanxi Province, and draws some enlightenment from it. Chapter six puts forward the responsibility and countermeasures of Shaanxi Provincial Government in higher vocational education management.
