基于项目管理的中职人才订单式培养流程研究

【摘要】：订单式人才培养模式是近几年我国职业教育领域中人才培养模式改革与探索的新热点，但订单式人才培养模式至今不够完善，人才培养质量也不容乐观。迫切需要建立一种与传统职业教育不同的、适应企业需求的、以就业为导向的订单式人才培养模式。本文基于项目管理视角，以中国石油运输公司技工学校为个案，从该校汽车维修专业订单式人才培养的现状出发，运用文献研究法、比较分析法、调查研究法和实证分析法，分析了当前中等职业学校订单式人才培养中存在的问题；对订单式人才培养流程的建立、人才培养质量的管理等进行了深入的剖析，本文的主要研究工作和创新性成果是： 1.基于项目管理视角，把中国石油运输公司技工学校的“订单式”人才培养工作作为一个项目来进行操作和管理。即把项目管理的五大过程：启动、规划、执行、监制和收尾，运用到人才培养流程当中去，以实践操作过程中出现的问题及应对策略为例来验证在“订单式”中职人才培养流程中项目管理的操作方法。 2.扁平式组织模式替代垂直管理模式。减少不必要的管理和协调,调动人员的积极性,发挥组织机动灵活的特点,提高创新力和环境应变力。变职能性管理为矩阵式管理，提高订单项目管理过程的灵活性。校企之间共建沟通的桥梁，把企业的发展战略，，学校的教学策略，学生的学职规划结合起来，共建完善的管理团队。 3.订单式人才培养项目的管理流程再造。项目管理的订单式人才培养过程管理最大的特点在于将订单企业管理特点与学校职业教育管理体系融为一体，以企业岗位管理为基础，结合职业教育的教学规律，形成适合订单教育需要的管理流程。由学校把更多把关注点集中于“订单人才培养”过程的一个阶段即培养方案的制定和实施转化为“订单式人才培养项目”作为一个整体的系统管理。
[Abstract]:In recent years, the order-oriented talent training model is a new hot spot in the field of vocational education in our country. However, the order-oriented talent training mode is not perfect, and the quality of talent training is not optimistic. There is an urgent need to establish a different from the traditional vocational education, adapt to the needs of enterprises, employment-oriented order-oriented talent training model. Based on the perspective of project management, this paper takes the Technical School of China Petroleum Transportation Company as an example, starting from the present situation of order-oriented personnel training in automobile maintenance major in this school, using literature research method, comparative analysis method, investigation research method and empirical analysis method. This paper analyzes on the problems existing in the training of order-oriented talents in secondary vocational schools, and deeply analyzes the establishment of order-oriented talents training process and the management of talent training quality. The main research work and innovative results of this paper are as follows: 1. Based on the view of project management, the "order-type" personnel training work of China Petroleum Transportation Company Technical School is regarded as a project to operate and manage. That is, the five major processes of project management: starting, planning, executing, supervising and finishing, and applying them to the process of personnel training. Taking the problems and countermeasures in the process of practical operation as an example, this paper verifies the operation methods of project management in the process of "order type" secondary vocational training. 2. The flat organization model replaces the vertical management mode. Reduce unnecessary management and coordination, mobilize the enthusiasm of personnel, give play to the characteristics of flexible organization, improve innovation and environmental resilience. Change the function management to matrix management, improve the flexibility of order project management process. The bridge of communication between the school and the enterprise, the development strategy of the enterprise, the teaching strategy of the school, and the students' job planning are combined to build a perfect management team. 3. Order-oriented personnel training project management process reengineering. The biggest characteristic of the order type talent training process management of project management is to combine the management characteristics of order enterprises with the management system of vocational education in schools, and combine the teaching rules of vocational education with the post management of enterprises. Form a management process suitable for order education needs. The school pays more attention to the stage of the process of "order talent training", that is, the formulation and implementation of the training program is transformed into the "order-oriented talent training project" as a whole system management.
