潍坊市区域职业教育集团化建设研究

【摘要】:2005年10月,《国务院关于大力发展职业教育的决定》中明确提出,要“推动公办职业学校资源整合和重组,走规模化、集团化、连锁化办学的路子”。国务院的决定为我国职业教育的改革创新和持续健康发展指明了方向。近年来,我国一些地方开始职业教育集团化办学的实践探索,并取得了初步成效。 职业教育集团化办学,推进了职业教育资源整合和优势互补,实现了校企合作、工学结合、顶岗实习,推动了职业教育的区域合作和城乡合作,符合职业教育的发展规律。组建职业教育集团,实现集团化办学,可以职业教育的办学效益和质量得到提高,创新职业教育管理体制、运行机制和人才培养模式,实现学校、行业与企业的共同发展,体现中国国情和时代发展要求,因而集团化已成为职业教育发展的趋势。 改革开放以来,潍坊的职业教育发展较快,国家级、省部级重点学校的数量、职业学校招生数量和在校生规模在全省都名列前茅。但同时也看到,即使在潍坊这样职业教育发展较好的地市,职业教育也存在诸多问题。解决这些问题的必由之路,就是加快职业教育集团化建设,探索适应潍坊市职业教育发展的集团化办学模式,建立政府统筹、校企合作、行业及企业参与的集团化办学机制。 本文对职业教育集团化的理论进行了分析研究,并在借鉴国内外先进经验的基础上,通过对潍坊市职业教育的现状和发展前景进行综合分析,认识潍坊区域内职业教育集团化建设的必要性和重要性。在此基础上提出潍坊市区域职业教育集团化建设的战略构想,分清政府、学校、企业和社会中介分别承担的责任与义务,充分发挥各自的职能与作用,加强协作与配合,为潍坊市推进职业教育集团化建设提供理论依据和建设模式,并以此推动潍坊市职业教育向集约化、高质量发展,同时为其它地市职业教育集团化建设提供经验借鉴。
[Abstract]:In October 2005, the decision of the State Council on developing vocational education put forward clearly that it is necessary to "promote the integration and reorganization of the resources of public vocational schools and take the road of large-scale, collectivized and chained schools". The decision of the State Council has pointed out the direction for the reform, innovation and sustainable and healthy development of China's vocational education. In recent years, some places in our country have begun to explore the practice of running vocational education in groups, and have achieved initial results. The collectivization of vocational education promotes the integration of vocational education resources and the complementation of its advantages, and realizes the cooperation between school and enterprise, the combination of work and study, and the practice of job placement, which promotes the regional cooperation and urban and rural cooperation of vocational education, and accords with the development law of vocational education. To set up vocational education group and realize collectivized school running, the efficiency and quality of vocational education can be improved, the management system, operation mechanism and personnel training mode of vocational education can be innovated, and the common development of schools, industries and enterprises can be realized. Reflecting China's national conditions and the requirements of the development of the times, collectivization has become the trend of the development of vocational education. Since the reform and opening up, Weifang vocational education has developed rapidly, the number of national, provincial and ministerial key schools, the number of vocational schools enrollment and the size of students in the province are among the highest in the province. But at the same time, even in Weifang, where vocational education develops well, vocational education also has many problems. The only way to solve these problems is to speed up the construction of vocational education collectivization, to explore the mode of running a school by collectivization to meet the development of vocational education in Weifang, and to establish a collectivized school-running mechanism with the participation of government as a whole, cooperation between schools and enterprises, and the participation of industries and enterprises. In this paper, the theory of vocational education collectivization is analyzed, and on the basis of drawing lessons from advanced experience at home and abroad, the present situation and development prospect of vocational education in Weifang are comprehensively analyzed. Understand the necessity and importance of the construction of vocational education collectivization in Weifang area. On this basis, the paper puts forward the strategic conception of the group construction of the regional vocational education in Weifang, distinguishes the responsibility and obligation of the government, the school, the enterprise and the social intermediary, fully exerts their respective functions and functions, and strengthens the cooperation and cooperation. It provides the theoretical basis and construction mode for Weifang city to promote the construction of vocational education collectivization, and to promote the Weifang vocational education to intensive, high quality development, at the same time for other cities vocational education collectivization construction to provide experience for reference.
