荆州市农业职业教育发展现状及对策研究

【摘要】：21世纪以来,党中央国务院连续发布了九个有关农业的“一号”文件。今年的主题是《关于加快推进农业科技创新持续增强农产品供给保障能力的若干意见》。在文件中,发展农业科技被进一步放在显著的位置。随着科学技术的飞速发展和农业产业结构的调整,农业生产对各类专业技术人才的需求也越来越高,不仅需要有文化,有技术的新型农民,更需要有较高专业理论和较强实践技能的中、初级农业综合科技人才。农业职业教育是培养当地农业技术人才的摇篮,不仅仅是当地农业科技的引导者,更是当地农业科技的辐射中心。荆州是以农业经济为主导的地级市,是传统的粮棉油产区,农业、农村和农民问题是全市工作的重心,解决“三农”问题的一个重要突破口就是加强和改进农业职业教育。目前,我国农业和农村经济进入了新的发展阶段,给农业职业教育带来了新契机。本文通过对荆州市农业职业教育的现状进行调查,针对当前荆州市农业职业教育中存在的种种问题进行原因分析,提出促进荆州市农业职业教育发展的对策。文章主要分五个部分进行阐述。第一、二部分,主要阐述了农业职业教育的历史及当前国内外农业职业教育的现状,分析了澳大利亚、德国、日本、美国等国农业职业教育的发展特点及对我们农业职业教育的启示,同时阐述了研究农业职业教育的必要性。发展农业职业教育具有重大现实意义：(1)农业职业教育是实现农民个人发展和农村发展和谐统一的有效途径；(2)农业职业教育是推动农村生产力发展的杠杆；(3)农业职业教育有利于农村剩余劳动力的转移；(4)农业职业教育有利于促进社会主义新农村精神文明建设。第三部分通过问卷调查、现场走访、归纳总结等研究方法,从农民、农业职业教育类学校、农业科技人员等3个角度,分析了当前荆州市农业职业教育的现状和存在的问题,调查发现,荆州市农业职业教育体系存在着：(1)对发展农业职业教育认识不足,重视不够,资源分配不合理；(2)政府投资少,学校经费紧缺,办学条件差；(3)农业职业教育师资整体素质不高,教学模式亟待改进；(4)招生难与就业难并存；(5)农业职业教育无法可依等新问题。第四、五部分总结阐述了发展荆州市农业职业教育的主要对策。本文的研究目的主要是通过对荆州市农业职业教育的发展现状进行调查分析,研究当前农业职业教育发展中存在的各种问题,旨在找到解决制约荆州市农业职业教育发展中存在问题的方案和途径,解除发展荆州市农村经济在人力资源上的制约,促进荆州市“三农”问题的解决。针对荆州市农业职业教育出现的问题及特征,提出了发展对策,主要包括(1)提高对农业职业教育重要性的认识；(2)加强对农业职业教育工作的领导和支持力度；(3)加大政府教育经费投入,促进教学改革；(4)完善培训就业服务体系；(5)采取配套措施,调动农民学习的积极性；(6)加快农业职业教育立法进程；(7)确立新的农业职业教育理念。
