英澳现代学徒制比较研究

【摘要】:在世界经济的发展推动下,各行业对劳动者的素质要求提高,同时促使职业教育变革发展,学徒制这种古老的教育形态被人们重新认识,并被现代职业教育重新吸收,成为很多国家新的教育战略选择。英国和澳大利亚通过实施现代学徒制,使劳动者职业素质得到了很大提高,国家经济也因此快速发展。作为发展中国家的中国,职业教育随着经济的发展也进入了蓬勃发展期,在取得了一定成绩的同时,也存在不少问题,限制了经济的发展速度和质量。如何解决这些问题成了我国职业教育的一个时代新课题。为了借鉴发达国家的成功经验,本文对英国和澳大利亚现代学徒制进行了研究,介绍了这两国实施现代学徒制的情况,并比较了两国现代学徒制的异同之处,最后总结他们的有益经验,为我国职业教育发展提供了指引。 本文首先阐述了职业教育相关的理论基础和现代学徒制的内涵,接着介绍了英澳两国传统学徒制的发展历程,比较了两国传统学徒制发展的异同点;然后又分别从背景因素、法律法规、框架、运行机制、经费情况、发展状况和发展趋势七个方面概述了英国和澳大利亚现代学徒制的总体情况并进行了比较,接着又介绍了教育机构、企业和政府三个相关方在现代学徒制中所起的作用,,最后总结两国的现代学徒制的先进经验及不足之处,并在此基础上提出了一些促进我国职业教育发展的建议。
[Abstract]:With the development of the world economy, the quality of the laborer has been improved, and the vocational education has been reformed and developed. The ancient educational form of apprenticeship has been rerecognized and reabsorbed by the modern vocational education. Become the new educational strategy choice of many countries. Through the modern apprenticeship system in England and Australia, the professional quality of workers has been greatly improved, and the national economy has developed rapidly. As a developing country, with the development of economy, vocational education has also entered a period of vigorous development. At the same time, there are many problems, which limit the speed and quality of economic development. How to solve these problems has become a new topic of vocational education in our country. In order to learn from the successful experience of the developed countries, this paper studies the modern apprenticeship system in Britain and Australia, introduces the implementation of the modern apprenticeship system in these two countries, and compares the similarities and differences of the modern apprenticeship system between the two countries. Finally, it summarizes their useful experience and provides guidance for the development of vocational education in China. This paper first expounds the theoretical basis of vocational education and the connotation of modern apprenticeship system, then introduces the development process of traditional apprenticeship system in England and Australia, and compares the similarities and differences between the two countries' traditional apprenticeship system development. Then, the general situation of modern apprenticeship in England and Australia is summarized and compared from seven aspects: background factors, laws and regulations, framework, operating mechanism, financial situation, development situation and development trend. Then it introduces the role of educational institutions, enterprises and governments in the modern apprenticeship system, and finally summarizes the advanced experience and shortcomings of the modern apprenticeship system in the two countries. On this basis, some suggestions to promote the development of vocational education in China are put forward.
