职业教育信息化发展区域差异研究

【摘要】:“互联网+'环境下,对高技能、信息化新型人才需求的不断提升,使职业教育开始着力于培养能够承担高级技术工作的信息化新型专业人才,职业教育由传统培养模式向信息化、现代化培养模式的转变己势不可挡。职业教育信息化以就业和建设人才资源强国为导向,是我国实现从工业化向现代化迈进提供人才资源的保障。虽然各省市职业院校大力推进职业教育信息化建设,政府、企业都给予了大力支持,但由于各地区经济发展、社会因素等的影响,不同地区职业教育信息化发展水平参差不齐,亟需对职业教育信息化发展的地区差异进行深入研究,为职业教育信息化发展提供相应的政策建议。为了解目前职业教育信息化发展的建设现状,探索职业教育信息化发展的区域差异性,缩小地区差距并为各省市职业教育信息化发展提供政策建议。本研究通过搜集研究国家各级各类教育信息化政策文件及职业教育信息化领域相关专家的研究文献资料,筛选指标构建职业教育信息化评价指标体系。同时,由于组合赋权法能够同时兼顾主客观赋权方法的优点,最大程度的保留主客观赋权法的指标信息,因此采用基于层次分析法和CRITIC法的组合赋权法确定指标权重,进而测算职业教育信息化发展指数。通过各地区发展指数比较、差异分析及前后位差异比较,探究区域差异情况。由本研究可知,整体上,职业教育信息化发展水平在逐年提升,各省市间的差异水平也在逐年降低,但位于平均发展水平以上省份的差异水平则呈现先升高后降低的状态;针对差异水平的不稳定变化情况,应及时调整平均发展水平以上省市的发展策略,做到发展水平较高省份的同步提升。针对东、中、西各地区的发展情况,东部地区之间的差异最大,呈现高水平高差异的现状;其次则是西部地区,中部地区则差异水平最低;同时,中部地区的差异缩小速度最快,西部地区的差异缩小速度最慢。针对东中西部地区差异情况,还需关注差异,缩小基础设施建设差异水平;推动数字教育资源的应用,推动管理信息化的应用升级并建立可持续发展的保障机制,加强东部院校与中西部院校间职业教育信息化建设的经验交流,中西部院校多借鉴东部职业院校的实践经验,加强可提高发展方面的建设。

The informationization of vocational education, guided by employment and the construction of a powerful country in human resources, is the guarantee for our country to realize the development from industrialization to modernization. Although vocational colleges and universities in various provinces and cities have made great efforts to promote the construction of vocational education informatization, the government and enterprises have given great support, but due to the influence of economic development and social factors in various regions, the level of informatization development of vocational education in different regions varies widely. It is urgent to study the regional differences in the development of vocational education informatization, and provide corresponding policy suggestions for the development of vocational education informatization. In order to understand the current situation of the construction of vocational education informatization, explore the regional differences of vocational education informatization development, narrow the regional gap and provide policy suggestions for the development of vocational education informatization in various provinces and cities. Through collecting and studying the policy documents of national educational informatization at all levels and the research documents of relevant experts in the field of vocational education informatization, this study selects indicators to construct the evaluation index system of vocational education informatization. At the same time, because the combination weight method can give consideration to the advantages of subjective and objective weight method, the index information of subjective and objective weighting method can be kept to the maximum extent, so the combined weight method based on AHP and CRITIC method is used to determine the index weight. And then calculate the vocational education information development index. Through the regional development index comparison, the difference analysis and the position difference comparison, explores the regional difference situation. As a whole, the level of information development of vocational education is increasing year by year, the level of difference between provinces and cities is also decreasing year by year, but the level of difference between provinces above the average level of development is rising first and then decreasing. In view of the unstable change of the difference level, we should adjust the development strategy of provinces and cities above the average level of development in time, so that the development level of the provinces with higher level of development should be upgraded synchronously. In view of the development of the east, middle and west regions, the difference between the eastern regions is the biggest, showing high level and high difference, followed by the western region, the central region is the lowest difference level; At the same time, the difference in the central region shrinks fastest, and the western region the slowest. In view of the differences in the eastern, central and western regions, we should also pay attention to the differences and reduce the difference level of infrastructure construction; To promote the application of digital education resources, to promote the application and upgrading of management information, to establish a guarantee mechanism for sustainable development, and to strengthen the exchange of experience in the informatization construction of vocational education between eastern and central and western colleges and universities. The central and western colleges and universities should learn from the practical experience of the eastern vocational colleges and strengthen the construction of the development.
