为农民工子女服务的“学前儿童看护点”的定位、管理与发展

【摘要】："学前儿童看护点"是以适龄农民工子女为主要招收对象,以保育为主兼顾教育的一种小规模托幼服务机构。作为我国城市化进程的产物,它是我国学前教育领域出现的一种新型组织形式,对我国学前教育公共服务体系的构建具有重要的补充与支持作用。政府有关部门应鼓励这种"看护点"招收0—6岁农民工子女及有特殊需要的社区儿童,控制班级规模,开展以保育为主的教育活动。为保证其看护质量,政府应制定准入标准,加强对"看护点"的审批与监管工作,同时负有责任努力提高看护人员的福利待遇,并为他们提供培训机会,提高其专业水平。针对短期内合格看护人员难以满足需求的现实情况,可以从儿童家长、已退休的幼儿园或小学教师,以及社区其他人员中选择身体等条件合适且有意愿为社区服务的志愿者,定期或不定期地参与到"看护点"的日常工作中。"看护点"的发展应遵循非正规化与社区化的路径,坚持规模小、办学灵活的特点,以适应农民工子女流动性大、教育需求多样化的现实情况,并积极为社区0—3岁婴幼儿家庭提供早期保育与教育服务,以获得更广的发展空间。当然,非正规化绝非"非法化",而是相对于正规幼教机构而言",看护点"没有统一的制度规定,每个"看护点"必须根据自己所处地区的具体情况灵活安排看护时间、看护内容等事宜,并积极利用社区所能提供的资源与便利,促进其所看护的儿童身心健康和谐全面发展。
[Abstract]:"Preschool child care center" is a kind of small-scale child-care service institution, which mainly recruits the children of migrant workers of the appropriate age and takes care of the education as well. It is the product of the urbanization process of our country. It is a new form of organization in the field of preschool education in China. It plays an important role in complementing and supporting the construction of public service system of preschool education in China. The government departments concerned should encourage this kind of "nursing center" to recruit children of migrant workers aged 0-6 years and community children with special needs, and to control the class size. In order to ensure the quality of care, the government should establish access standards, strengthen the approval and supervision of "care points", and have the responsibility to improve the welfare and treatment of carers. And provide them with training opportunities to improve their professional level. In view of the reality that qualified carers are unable to meet their needs in a short period of time, they can be trained from parents of children, retired kindergarten or primary school teachers, And volunteers who choose suitable physical conditions and have the will to serve the community among other members of the community participate in the daily work of the "nursing spot" on a regular or irregular basis. The development of the "nursing spot" should follow the path of non-regularization and communitalization. We should adhere to the characteristics of small scale and flexible running schools in order to adapt to the reality that migrant workers' children are mobile and their educational needs are diversified, and actively provide early care and education services for families of 0-3 years of age in the community. In order to gain a wider space for development. Of course, decriminalization is by no means "illegal", but "as opposed to formal preschool institutions," there is no uniform system of regulation in the care points. Each "care point" must flexibly arrange the care time and contents according to the specific conditions of the area, and actively utilize the resources and facilities provided by the community to promote the harmonious and comprehensive development of the children's physical and mental health.
