中央与地方公共政策供给对学前教育事业发展的影响——以中山市的实践探索为例

【摘要】：中央政府是学前教育宏观政策的决策者,对学前教育事业的发展起着方向引导和整体性规划的作用,而地方政府及教育主管部门既是国家教育政策的执行者,也是地方区域性教育政策的制定者。当前我国中央政府在学前教育政策供给上已初步形成一个相对完整的系统,促使并保障我国学前教育事业走上了法制化与科学化的发展轨道,但已有政策法规一般出台年代较为久远,不能适应幼儿教育改革与发展的新形势,无法解决不断出现的新问题。在此宏观政策背景下,在坚持"地方负责、分级管理"的管理体制下,地方政府应积极发挥主动性,根据当地实际情况因地制宜、因时而动地制订和完善本地学前教育政策法规。如中山市政府根据中央政策精神,准确定位本地幼儿教育事业发展目标、进一步强化市政府在幼教事业发展中的责任、积极推进当地幼儿园所标准化建设工作、规范和发展0-3岁早期教育、稳定和优化幼儿教师队伍,使中山市学前教育事业取得了可喜成绩,不过其进一步发展需解决的重要问题仍然需要中央政府出台宏观指导性政策,予以明示。可见,在公共教育政策的制定与执行中需要中央政府与地方政府各司其职、各尽其责,才能保证学前教育事业持续健康发展。

The local government and the education department are the executors of the national education policy. He is also a local regional education policy maker. At present, the central government of our country has initially formed a relatively complete system on the supply of preschool education policies, which has promoted and ensured the development of the cause of preschool education in China on the track of legalization and scientization. However, policies and regulations have been issued for a long time, unable to adapt to the new situation of early childhood education reform and development, and unable to solve the emerging new problems. Under this macro policy background, under the management system of "local responsibility, hierarchical management", local governments should actively give play to their initiative and take measures according to local conditions. To formulate and improve local preschool education policies and regulations. For example, according to the spirit of the central policy, the Zhongshan Municipal Government accurately positioned the development objectives of the local early childhood education, further strengthened the responsibility of the municipal government in the development of the preschool education, and actively promoted the standardization of the local kindergartens. Standardizing and developing early education between 0 and 3 years of age, stabilizing and optimizing the ranks of early childhood teachers and making the cause of preschool education in Zhongshan City have made gratifying achievements, but the important problems that need to be solved for its further development still need the central government to issue macro-guiding policies. It can be seen that in the formulation and implementation of public education policy, the central government and the local government should perform their respective duties and perform their respective responsibilities, in order to ensure the sustainable and healthy development of preschool education.
