教育成本分担视角下广西学前教育中政府责任问题研究

【摘要】:随着社会和国际的发展水平的提高竞争变得日益激烈,学龄前教育已成为全世界关注的社会问题之一。在整个教育体系中,学前教育的健康发展事关家庭和个人的利益,也跟国家的发展息息相关。 目前中国的学前教育一直无法满足社会的需求,其发展不均衡,招生难,费用太高,分配不均匀等问题引起社会和家庭的强烈不满,加之在学前教育中引发了一系列的教育和社会冲突问题,使学前教育改革成为当务之急。学前教育的改革需要充分考虑本地的实际情况,在公共财政改革的基础上进行,逐步以确立政府为主导,强化政府责任,多渠道吸引社会力量以及合理的分担学前教育的成本的发展模式,保障学前教育的公益性。本文以广西的学前教育发展作为研究对象,试图以成本分担理论为理论基础,进一步深化学前教育改革在广西的一些具体实践和理论的研究和探讨。 本文共分七个部分,第一章主要通过“入园难”问题引出学前教育发展不能满足社会需要的现状,从而提出问题,明确研究的理论意义和现实意义。第二章对论文所涉及的核心概念进行阐述,并通过文献综述的形式对国内外有关学前教育的研究进行大致的了解;第三章主要是对论文的理论内容做出阐述,包括成本分担理论、外部性理论和公共产品理论,并论述了学前教育发展和相关理论的联系;第四章对广西学前教育中的政府责任问题进行了介绍和讨论,分别讨论了政府责任的现状、存在的合理性等问题;在第五章中根据问卷和访谈结果,进一步印证广西学前教育中出现的问题,尤其是政府责任的问题;第六章是对国外学前教育发展的介绍;基于上述六章的讨论,第七章对广西学前教育发展中的政府责任给予政策建议,并提出学前教育政府、社会、家庭三方合作发展的数据假设。
[Abstract]:With the increasing competition of society and international development level, pre-school education has become one of the social problems concerned all over the world. In the whole education system, the healthy development of pre-school education is closely related to the interests of families and individuals as well as the development of the country. At present, pre-school education in China has been unable to meet the needs of the society, its development is uneven, enrollment is difficult, expenses are too high, and so on, which cause strong dissatisfaction from society and families. In addition, pre-school education causes a series of problems of education and social conflict, which makes the reform of preschool education urgent. The reform of pre-school education needs to take fully into account the local actual situation, carry out on the basis of public finance reform, gradually take the establishment of the government as the leading factor, and strengthen the responsibility of the government. Multi-channel to attract social forces and reasonable share of the cost of preschool education development model to ensure the public welfare of preschool education. Taking the development of pre-school education in Guangxi as the research object, this paper tries to further deepen the practice and theoretical research on the reform of preschool education in Guangxi on the basis of the theory of cost-sharing. This paper is divided into seven parts. The first chapter introduces the current situation that the development of pre-school education can not meet the needs of society through the problem of "difficulties in entering the garden", and then puts forward the problems and clarifies the theoretical and practical significance of the study. The second chapter describes the core concepts involved in the paper, and through the form of literature review of the domestic and foreign research on pre-school education for a general understanding; The third chapter mainly expounds the theoretical content of the thesis, including cost-sharing theory, externality theory and public goods theory, and discusses the relationship between the development of pre-school education and related theories. The fourth chapter introduces and discusses the problem of government responsibility in Guangxi pre-school education, and discusses the current situation and rationality of government responsibility respectively. In the fifth chapter, according to the questionnaire and interview results, the problems in Guangxi pre-school education, especially the problem of government responsibility, are further confirmed, and the sixth chapter is the introduction of the development of preschool education abroad. Based on the discussion of the above six chapters, the seventh chapter gives policy suggestions on the responsibility of government in the development of preschool education in Guangxi, and puts forward the data hypothesis of trilateral cooperative development among the government, society and family of preschool education in Guangxi.
