【摘要】：国际外包的迅速发展以及中国巨大的市场潜力及市场需求,使得我国一度成为发达国家的“世界工厂”。如今,我国制造业技术创新能力的不断提升、产业发展基础的不断完善以及配套产业的支持使得制造业的承接外包能力也在不断增强。然而现阶段我国开放型经济迈入了转型发展的新时期,对进一步深化国际化进程、提高全球资源配置效率也提出了更为紧迫的要求。我国劳动力的数量以及成本的比较优势正在逐渐削弱,技术创新能力相比发达国家仍有待增强,进一步寻求提升我国制造业承接外包能力的路径也成为重中之重。在标准主导竞争的时代,标准正成为国际化生产和产业竞争力的重要支撑因素,通过标准化手段能引致技术创新、促进规模经济、协调产业配套,深入全球化分工体系,对进一步提升我国制造业承接外包能力具有重要的现实意义。本文首先归纳整理了承接外包能力的相关文献,借鉴波特的钻石模型构成要素从技术创新能力、产业发展能力、相关产业支持能力三个维度构建了我国制造业承接外包能力的综合评价体系,从技术创新、规模经济、产业配套能力等路径理论论述了标准化影响我国制造业承接外包能力的机理,具体包括标准化通过促进与抑制技术创新对承接外包能力产生正向促进及抑制作用、通过促进专业化分工形成规模经济、协调产业配套促进承接外包能力的提升。其次从产业评价角度运用基于熵权法的TOPSIS模型及市场评价角度的投入产出法分别测算了我国制造业承接外包能力的动态发展过程,承接外包能力均呈上升的趋势;在实证部分,一方面运用基于熵权法的TOPSIS模型测算的制造业承接外包能力贴近度作为因变量,结合互联网的普及率、制造业的对外贸易依存度指标构建标准化影响我国制造业总体承接外包能力的VAR模型;另一方面运用基于投入产出法测算的制造业分行业的承接外包能力作为因变量,结合显性比较优势以及要素禀赋指标运用面板数据模型分析分行业的标准化水平对于承接外包能力的影响程度,两者实证结论均得出:标准化确实能助推承接外包能力的提升,且作用效果明显。最后,结合理论与实证分析结果,从我国政府、标准化行业协会以及企业三个层面,围绕强化标准化行动的导向与支持、加大标准化工作的协调与服务工作、加快标准化的实施进程等方面展开了对策探讨。
[Abstract]:The rapid development of international outsourcing and China huge market potential and market demand, making China become a developed country once the "world factory". Today, China's manufacturing industry technological innovation ability of continuous improvement, industrial development based on continuous improvement and supporting industries supporting the manufacturing industry to undertake outsourcing capability has also been enhanced however, at the present stage of China's open economy has entered a new period of transformation and development, to further deepen the internationalization process, improve the efficiency of the allocation of global resources also made more urgent requirements. The number of China's labor cost advantage and the comparison of technological innovation ability is gradually weakened, compared to developed countries remains to be further enhanced, seeking the path upgrading of China's manufacturing outsourcing undertaking ability has become a priority among priorities. The competition in the standard time, standard is becoming an international production and production The important factors supporting the industry competitiveness, can cause technological innovation by means of standardization to promote the coordination of supporting industries, economies of scale, deepening of globalization division system, has important practical significance to further enhance China's manufacturing industry to undertake outsourcing ability. This paper concludes all the relevant literature outsourcing undertaking ability, draw lessons from Potter's diamond model structure from the factors of technology innovation ability, development ability, the three dimensions of related industries to support the ability to set up a comprehensive evaluation of China's manufacturing industry to undertake outsourcing system, from technological innovation, scale economy, industrial supporting capacity path theory and discussed the mechanism of standardization of China's manufacturing industry to undertake outsourcing capabilities, including standardization through the promotion of technological innovation and inhibiting the generation of positive and inhibitory effect on the ability to undertake outsourcing, forming scale economy by promoting specialization, To promote the coordination of industrial supporting outsourcing undertaking ability. Secondly from the industrial evaluation angle by using the dynamic development process of input-output method TOPSIS model and market evaluation entropy method based on the angle of measure of China's manufacturing industry to undertake outsourcing, outsourcing undertaking ability showed an upward trend; in the empirical part, on one hand the use of industry making the TOPSIS model based on entropy method to undertake outsourcing closeness as the dependent variable, with the Internet penetration rate, the manufacturing industry foreign trade dependence index construction standardization of China's manufacturing industry overall VAR model with the ability of bearing outsourcing; on the other hand, the manufacturing industry input-output method based on measurement of industry the ability to undertake outsourcing as the dependent variable, with the dominant comparative advantage and factor endowment indicators using panel data model analysis of the industry standard to undertake Influence of package capacity, two conclusions are drawn: standardization can really boost outsourcing capabilities, and the effect is obvious. Finally, the combination of theory and empirical analysis, from the Chinese government, the standard three industry association and the enterprise level, guide and support around the strong standardized operations, increase coordination and service standardization, the countermeasures to speed up the implementation process of standardization and so on.
