安徽省基本医疗保险制度整合中的问题与对策研究

【摘要】：一个国家的医疗保障制度是否完善将会直接影响这个国家的整体发展,但当前的城乡基本医疗保障系统缺乏统一性、规范性和可持续性。由于中国医疗保障体系发展的主要制约因素是城市和农村医疗保障制度的分裂,因此,医疗保障在农村地区和城镇社会之间需要搭建一个连接的桥梁,即构建一个新的城市和农村一体化的医疗保障制度,使城市和农村医疗保障之间能够相互沟通、相互连接并且可以相互转化,逐步加快医疗保障在农村地区向城镇医疗保障过渡的步伐,并最终在全国建立城乡一体化的基本医疗保障体系,实现医疗保障的公平与公正。本文以安徽省为例,对城乡基本医疗保障一体化试点的问题进行探讨并且分析其对策,本文共分为六个章节。第一章为绪论,对我国城乡医疗保障一体化存在差异的现状、城乡一体化的相关概念以及关于此问题的国内外研究现状首先进行一个统筹化的分析说明。本文第二章主要是对安徽省基本医疗保障一体化试点的情况作出分析,为后面的内容做铺垫。文章第三章以安徽省医疗保障制度整合过程中遇到的问题逐一进行分析探讨,并且通过问卷调查和访谈等实证研究方法,对安徽省城乡医疗保障制度的现状进行分析,从统筹城乡一体化为切入点,了解安徽省城乡医疗保障制度的实际进程以及对未来发展趋势的估测。从现实和理论的分析中我们也可以清楚的了解到安徽省医疗保障在城市地区开展较早,乡镇地区才刚刚起步,两者之间存在着严重的分隔局面。本文第四章对安徽省城市和乡村医疗保障制度中存在的问题进行了分析,并从制度、经济、管理、操作四个方面入手首先明确推进安徽省基本医疗保障制度整合的思路。第五章根据安徽省未来城乡医疗保障发展趋势的分析以及第三章得出的问题与第四章总结的开展思路进行分析,提出了实现安徽省城乡医疗保障制度一体化四个方面的具体实施路径。最后,对全文做出总结。
[Abstract]:Whether a country's medical security system is perfect or not will directly affect the overall development of this country, but the current basic medical security system in urban and rural areas lacks unity. Normative and sustainable. As the main constraint to the development of China's medical security system is the split between urban and rural medical security systems, medical security needs to build a bridge between rural areas and urban society. That is, to build a new urban and rural integration of medical security system, so that the urban and rural medical security can communicate with each other, connect each other, and can transform each other. The transition of medical security in rural areas to urban medical security should be accelerated step by step. Finally, the basic medical security system of urban and rural integration should be established in the whole country to realize the fairness and justice of medical security. Taking Anhui Province as an example, this paper probes into the problems of urban and rural basic medical security integration pilot and analyzes its countermeasures. This paper is divided into six chapters. The first chapter is the introduction, to the current situation of the integration of urban and rural medical security in China. The related concepts of urban-rural integration and the current research situation at home and abroad on this issue are first analyzed and explained in an overall way. The second chapter of this paper mainly analyzes the situation of the pilot project of the integration of basic medical security in Anhui Province. The third chapter analyzes and discusses the problems encountered in the process of the integration of medical security system in Anhui Province one by one, and through questionnaire surveys and interviews and other empirical research methods, This paper analyzes the current situation of the medical security system in Anhui Province, and starts with the integration of urban and rural areas as a starting point. To understand the actual process of the medical security system in urban and rural areas in Anhui Province and to estimate the future development trend. From the analysis of reality and theory, we can also clearly understand that medical security in Anhui Province developed earlier in urban areas. The township areas have just started, and there is a serious separation between the two. Chapter 4th of this paper analyzes the problems in the medical security system of cities and villages in Anhui Province, and analyzes the problems in the system, economy and management. Chapter 5th is based on the analysis of the development trend of urban and rural medical security in Anhui province in the future, and the problems in chapter 3 and the summary of chapter 4th. To carry out the analysis of the ideas, This paper puts forward the specific implementation path of realizing the integration of urban and rural medical security system in Anhui Province.
