中蒙养老保险制度比较研究

【摘要】：养老保险是社会保障的重要组成部分,是保持经济发展和社会稳定的重要支柱。新中国养老保险制度于1951年起步,发展至今已有近60多年的历史,在社会生活中发挥了重要的作用。在上世纪90年代,为了应对人口老龄化带来的挑战,促进经济社会的稳定持续发展,中国养老保险制度进入了改革探索的新阶段。蒙古国和中国一样,在20世纪90年代初,蒙古建立了一个广泛的社会福利制度,包括养老退休、残疾和存活率福利国家支持的强制性计划。但是由于起步较晚,养老保险制度的发展存在很多问题,所以需要进一步进行完善和发展。本研究通过对中蒙两国养老保险制度的历史回顾、现状分析及发展趋势探究,比较两国养老保险政策、实施项目的差异、作用及影响,希望从中获取有益的启示。第一章阐述选题目的及意义,国内外研究现状以及本文研究方法。第二章为两国养老保险历史演进和发展现状的介绍。第三章中蒙两国养老保险制度的比较.首先就养老保险的共性进行了归纳和总结。然后就各国具体的养老保险模式进行了比较。第四章是对两国养老保险制度不同的深层原因分析,主要从经济、人口结构、文化三个方面分析。第五章是中国的经验与蒙古养老保障的发展趋势分析。
[Abstract]:Endowment insurance is an important part of social security, is an important pillar of economic development and maintain social stability. China new pension insurance system started in 1951, development has been nearly 60 years of history, has played an important role in social life. In the last century in 90s, in order to cope with the challenges of population aging, promote the economic and social sustainable development, China endowment insurance system has entered a new stage of reform. In Mongolia and Chinese, at the beginning of 1990s, Mongolia has established an extensive social welfare system, including pension, disability and survival rate of mandatory welfare state support. But due to a late start, the development of endowment insurance the system has many problems, so it needs further improvement and development. This research is based on a historical review of China and Mongolia pension insurance system, the status quo Explore the development trend analysis and comparison between the two countries, pension policy, differences in implementation of the project, the role and impact of, want to get benefit from it. The first chapter expounds the purpose and significance of the topic, research status and research methods. The second chapter is the history and current situation of the development of endowment insurance Shi Yanjin introduction. The third chapter is the comparison between China and Mongolia the endowment insurance system. Firstly the endowment insurance in common are summarized. And then makes a comparison between country specific endowment insurance mode. The fourth chapter is about the deep different endowment insurance system for analysis, mainly from the economic, demographic, cultural analysis of three aspects. The fifth chapter is the analysis of the development trend Chinese experience with the Mongolia pension.
