菏泽市牡丹区新型农村社会养老保险的保障水平研究

【摘要】：在推进和谐社会的进程中,农村社会养老保险是完善社会保障体系的难点之一。因此,目前推行的“新农保”相关问题已成为理论界研究的热点问题。但是,大多数文献的研究都集中在“新农保”制度建立的必要性及可行性、制度存在的问题、制度在实施过程中所表现的区域差异、对制度的发展建议和对策等方面的内容。关于“新农保”保障水平方面的文章比较少,且地区性的研究成果也比较少。菏泽市牡丹区作为国家确立的“新农保”首批试点县区之一,在农村社会养老保险方面积累了大量的经验。但是,面对人口老龄化、家庭规模缩小导致家庭保障功能减弱等方面的压力,其推行的“新农保”保障水平是否符合广大农村居民的需求,是否达到了适度的保障水平,并没有过具体的测算。本文借鉴穆怀中教授的农村养老保险适度水平的研究成果,以罗尔斯的分配正义论、政府责任理论和生命周期假说理论为理论依据,构建“新农保”适度保障水平测算公式,测算了2002-2011年十年的农村社会养老保险的实际保障水平和适度保障水平区间,并将“新农保”的实际保障水平和“老农保”的实际保障水平以及“新农保”的实际保障水平与适度保障水平分别进行对比分析。发现“新农保”的实际保障水平虽然比“老农保”的保障水平要高,但是其实际保障水平与穆怀中教授定义的适度保障水平却存在一定的差距,本文通过从政府、农村居民以及集体三个方面的分析,发现“新农保”实际保障水平低于适度保障水平的主要原因是政府财政投入较少、集体补助能力有限、个人参保意识不强、缴费年限和缴费水平低等,从而有针对性的提出提高“新农保”保障水平的政策建议,如增加政府财政补贴、提高农村居民的缴费档次和缴费年限等政策建议,从而促进农村养老保险问题的解决。
[Abstract]:In the process of promoting a harmonious society, the rural social endowment insurance is one of the difficulties in perfecting the social security system. Most of the studies focus on the necessity and feasibility of the establishment of the "new rural insurance" system, the problems existing in the system, and the regional differences in the implementation of the system. There are few articles on the security level of "New Rural Insurance" and few regional research results. As one of the first pilot counties of "New Rural Insurance" established by the state, Mudan District of Heze City has accumulated a lot of experience in rural social endowment insurance. The reduction of family size leads to the weakening of the family security function, and whether the level of "new rural insurance" implemented by it meets the needs of the vast number of rural residents, and whether it has reached an appropriate level of security. This paper draws lessons from Professor Mu Huazhong's research on the appropriate level of rural old-age insurance, based on Rawls' theory of distribution justice, the theory of government responsibility and the theory of life cycle hypothesis. This paper constructs the formula of moderate security level of "new rural insurance", and calculates the actual security level and appropriate security level interval of rural social old-age insurance in the decade 2002-2011. The actual security level of "New Rural Insurance", the actual level of "Old Rural Insurance" and the actual level of "New Rural Insurance" and the level of moderate guarantee are compared and analyzed respectively. It is found that "New Rural Insurance" has practical guarantee water. Even though the level of protection is higher than that of the "old peasant insurance," However, there is a certain gap between the actual security level and the moderate security level defined by Professor Mu Huazhong. This paper analyzes from three aspects: government, rural residents and collectives. It is found that the main reasons why the actual security level of "New Rural Insurance" is lower than the moderate level is that the government has less financial input, the ability of collective subsidy is limited, the consciousness of individual participation in insurance is not strong, the years of payment and the level of payment are low, etc. Therefore, some policy suggestions are put forward to improve the security level of "new rural insurance", such as increasing the government financial subsidy, raising the scale of rural residents' payment and the years of payment, and so on, so as to promote the solution of the problem of rural old-age insurance.
