我国事业单位养老保险制度深化改革探析

【摘要】:事业单位养老保险制度是整个社会养老保险制度的重要组成部分。二十年来,随着市场经济的发展和企业城镇职工养老保险制度的不断完善,我国现行的事业单位养老保险制度弊端越来越明显。以身份为基础的养老保险制度强化了身份,分割的养老保险制度阻碍了统一的劳动力市场的形成,不同模式的养老保险制度造成了养老待遇差距的拉大。虽然经历了两次试点改革,但全国统一的事业单位养老保险制度仍没有建立起来,正处于探索和试点阶段,事业单位养老保险制度改革仍需要继续深化与完善。 本文以文献研究的方式考察了我国事业单位养老保险制度改革的基本现状,在总结、归纳、比较前人研究的基础上提出了我国事业单位养老保险深化改革的思路,具体分为以下五个部分。 第一部分为绪论,从改革的原因、范围、思路与方案设计等问题出发,梳理了相关文献资料,提出了本文选题的背景、研究意义、研究思路及研究方法。 第二部分首先介绍了我国事业单位养老保险制度的建立,接着分析了事业单位养老保险制度改革的动因,然后阐述了我国事业单位养老保险制度第一次和第二次改革。 第三部分从法律不健全、政策不配套,发展不平衡、改革办法不统一,管理体制不规范、程序不透明这三个方面分析了事业单位养老保险制度改革存在的问题。 第四部分针对改革中存在的问题,提出了我国事业单位养老保险制度深化改革的思路,着重对建立事业单位养老保险职业年金制度进行了分析。 第五部分综合本文研究的观点和论述,形成了结论,并指出了研究的不足。
[Abstract]:The pension insurance system of public institutions is an important part of the whole social endowment insurance system. In the past 20 years, with the development of the market economy and the continuous improvement of the old-age insurance system for enterprise urban workers, The disadvantages of the current pension insurance system in China's institutions are becoming more and more obvious. The identity-based old-age insurance system strengthens the identity, and the split pension insurance system hinders the formation of a unified labor market. The pension insurance system of different models has caused a widening gap in pension treatment. Although it has undergone two pilot reforms, the unified national pension insurance system for public institutions has not yet been established, and is still in the stage of exploration and pilot. Institutional pension insurance system reform still needs to continue to deepen and improve. This paper reviews the basic status quo of the reform of the endowment insurance system of the institutions in China by the way of literature research, and puts forward the idea of deepening the reform of the pension insurance in the institutions of our country on the basis of summing up, summing up and comparing the previous studies. It is divided into the following five parts. The first part is the introduction, from the reform reasons, scope, ideas and project design and other issues, combing the relevant literature, proposed the background of this topic, research significance, research ideas and research methods. The second part first introduces the establishment of the endowment insurance system of the institutions in China, then analyzes the causes of the reform of the pension insurance system of the institutions, and then expounds the first and second reforms of the pension insurance system of the institutions in our country. The third part analyzes the problems existing in the reform of pension insurance system in institutions from the following three aspects: imperfect laws, unmatched policies, unbalanced development, inconsistent reform methods, non-standard management system and opaque procedures. In the 4th part, aiming at the problems existing in the reform, the author puts forward the idea of deepening the reform of the old-age insurance system in China's institutions, and emphatically analyzes the establishment of the occupational pension system of the pension insurance in the institutions. The 5th part synthesizes the viewpoints and expositions of this paper, and draws a conclusion and points out the deficiency of the research.
