【摘要】：建立健全与经济发展水平相适应的社会保障体系是社会稳定和国家长治久安的重要保证，而社会养老保险又是社会保障体系的重中之重，所以建立完善的社会养老保险对于我国的社会稳定和可持续发展具有深远的影响。当前我国城镇养老保险制度已经比较完善，但是新型农村社会养老保险制度的理论与实践还处于探索阶段，理论还不够成熟，实践开展也不足。2009年，国务院出台了《关于开展新型农村社会养老保险试点指导意见》，开始了新型农村社会养老保险制度的试点工作。但是，，新型的农村养老保险制度能否经得住实践的考验、能否做到可持续发展，需要不断地完善和创新。对湖南省绥宁县新型农村养老保险制度的试点展开调查，分析存在问题的原因，得出的对策建议对积极推进适合湖南省特色的新型农村养老保险制度有着重要意义。本文主要分三个部分，第一部分主要阐述中外农村社会养老保险的基础理论，论述了养老保险的内涵及必要性。第二部分以湖南省绥宁县为例，对新型农村社会养老保险制度的推行中存在的问题进行分析，结合国外农村社会养老保险的先进经验，得出新型农村社会养老保险制度的推行存在法律基础不完善、管理机制不健全、参保意识不强等问题。第三部分设计出一套包括增强农民参保意识、加快法制化进程、明确政府责任、协同城乡制度衔接、加强业务管理和完善监督机制在内的，符合地方管理实际的推进新型农村社会养老保险制度的对策建议。
[Abstract]:The establishment of a sound social security system commensurate with the level of economic development is an important guarantee of social stability and the long-term stability of the country, and social old-age insurance is the most important part of the social security system. Therefore, the establishment of a sound social endowment insurance has a profound impact on the social stability and sustainable development of our country. At present, the urban old-age insurance system in China has been relatively perfect. However, the theory and practice of the new rural social endowment insurance system are still in the exploratory stage, the theory is not mature enough, and the practice is also insufficient. In 2009, The State Council has issued the "pilot guidance on developing a new type of rural social old-age insurance", which has started the pilot work of the new rural social old-age insurance system. However, whether the new rural old-age insurance system can stand the test of practice, Whether the sustainable development can be achieved needs to be improved and innovated continuously. The pilot project of the new rural old-age insurance system in Suining County, Hunan Province, is investigated, and the reasons for the problems are analyzed. The countermeasures and suggestions are of great significance to actively promote the new rural old-age insurance system suitable for Hunan characteristics. This paper is divided into three parts, the first part mainly expounds the basic theory of rural social old-age insurance at home and abroad, discusses the connotation and necessity of old-age insurance. The second part takes Suining County of Hunan Province as an example. By analyzing the problems existing in the implementation of the new rural social old-age insurance system and combining the advanced experience of foreign rural social old-age insurance, it is concluded that the legal basis for the implementation of the new rural social old-age insurance system is not perfect. The third part designs a set of problems, including enhancing farmers' awareness of participating in insurance, speeding up the process of legalization, clarifying the responsibility of the government, and coordinating the urban and rural systems. Strengthen the business management and improve the supervision mechanism, in line with the actual local management to promote the new rural social endowment insurance system countermeasures and suggestions.
