河南省新型农村合作医疗制度实施现状及问题研究

【摘要】：2003年，河南省开始施行新型农村合作医疗试点工作。新型农村合作医疗制度实施11年来，一定程度缓解了农村居民“大病拖、小病扛”的情况。社会各界对新型农村合作医疗制度广泛关注，高度评价。农民群众切身体会到了新型农村合作医疗制度带来的好处，群众参合积极性很高。文章搜集了我省2003-2013年11年河南省新农合参合率、新农合报销比例、住院人次、次均住院补偿费用等数据，运用政府责任理论、采用了对比研究、分析研究、调查研究的方法，对新农合实施情况、运行中存在的问题和原因进行了探讨。文章分为四章。第一章是绪论，对全文的研究背景、选题目的与意义、国内外研究现状、研究的理论与方法、内容框架进行了简要叙述。第二章从新型农村合作医疗制度实施的具体做法、取得的实际效果两个方面全面认识新型农村合作医疗在河南实施11年的具体情况。其中总结了重视基金统筹、进行支付方式改革、开展及时结报、强化监管等经验做法。第三章首先根据第一部分新农合的实施情况，查到了新农合实施中5个方面的问题；接着对这些问题进行了原因分析和探讨。第四章对新型农村合作医疗制度发展进行了政策探讨。从强化政府责任、提升新农合保障能力、提高医疗卫生服务能力等5方面对河南省新农合的持续发展进行了理论和实践相结合的研究和探讨，提出了一些意见建议。
[Abstract]:In 2003, Henan Province began to implement the new rural cooperative medical pilot work.Since the implementation of the new rural cooperative medical system for 11 years, it has alleviated to a certain extent the situation of "serious illness, minor illness carrying" among rural residents.The community pays close attention to the new rural cooperative medical system and highly appraises it.Farmers have experienced the benefits of the new rural cooperative medical system, the enthusiasm of the masses to participate is very high.The paper collects the data of the new rural cooperative participation rate, the proportion of reimbursement of the new rural cooperative cooperation, the number of hospitalizations, the average hospitalization expenses and so on from 2003 to 2013 in Henan Province, and applies the theory of government responsibility to adopt the methods of comparative study, analysis, investigation and study.This paper probes into the implementation of NCMS, the existing problems and reasons in operation.The article is divided into four chapters.The first chapter is the introduction, the research background, the purpose and significance of the topic, the domestic and foreign research status, the theory and method of the research, the content framework are briefly described.In the second chapter, we know the concrete situation of the new rural cooperative medical system in Henan for 11 years from two aspects: the concrete practice of implementing the new rural cooperative medical system and the actual effect obtained.It summarizes the experience of paying attention to fund coordination, reforming payment mode, timely closing and strengthening supervision and so on.In the third chapter, according to the first part of the implementation of NCMS, we find five problems in the implementation of NCMS, and then analyze and discuss the causes of these problems.The fourth chapter discusses the development of the new rural cooperative medical system.This paper studies and discusses the sustainable development of NCMS in Henan Province from five aspects, such as strengthening the responsibility of government, promoting the ability of new rural cooperative security and improving the ability of medical and health service, etc., and puts forward some opinions and suggestions on the sustainable development of NCMS in Henan Province.
