玛纳斯县新型农村社会养老保险问题研究

【摘要】：农村社会养老保险制度，作为农村社会保障的重要组成部分，在我国农村人口比例大、人口老龄化程度日益加剧、工业化和城镇化不断加速实现的背景下，成为农村社会经济发展的重要保证。2009年，新农保试点工作开始，覆盖面为全国13%的县市，同年新疆玛纳斯县开展了新农保的自行试点工作；2010年10月，《中华人民共和国社会保险法》正式出台，这从较高层次上确认了新农保的法律地位以及政府对新农保的财政责任；2011年7月，玛纳斯县被正式纳入全国新农保试点范围。然而新农保的建设及实施目前还处于探索阶段，尚存在许多问题，需要从农村实际出发，根据地区情况对制度进一步优化，以适应地区的发展水平并促使新农保制度可持续发展。本文主要以相关社会保障理论为基础，首先分析了玛纳斯县新农保的实施概况，在分析玛纳斯县社会经济发展状况的基础上，从新农保的创新实践与探索、主要经验做法、制度建设的主要特点来分析玛纳斯县新农保实施的总体情况。其次，根据实地调研结果，对玛纳斯县新农保实施效果进行评价，，主要从农民对新农保制度的认知及需求情况、农民对农保经办服务平台的评价、对新农保实施方案中关键点的评价以及农民缴费投保能力和养老金发放预测四个方面来评价新农保制度在玛纳斯县的运行状况；再次，基于调查，分别从农民自身，农保服务平台建设及制度设计层面来分析玛纳斯县新农保实施过程中存在的问题，并分析了国内地区农保制度改革创新典型模式对玛纳斯县新农保制度建设的经验借鉴；最后，针对新农保制度实施过程中存在的问题，从建立与县域经济、社会、文化发展程度和方向相协调的角度来探讨完善玛纳斯县新农保制度及其顺利运行的对策建议。本文通过分析得出，玛纳斯县中老年农民参与新农保积极性较高，但选择的缴费档次较低，而青年农民对新农保制度的认同及接受能力不足；新农保服务平台建设及经办工作还不够规范，信息化建设滞后；根据制度的计划所测算的养老金替代率还比较低，相对于农民未来的养老需求还有较大差距，并且农保基金保值增值能力较差，还存在与其他社会保障制度衔接不畅的问题。在新农保的实施和发展中这些问题需根据实际情况加以解决，并在制度逐步完善过程中应构建社会风险管理框架，构建多元化、多层次的养老格局，使新农保发挥更大作用的同时也弥补其存在的不足。
[Abstract]:As an important part of rural social security, the rural social old-age insurance system is in the background of large proportion of rural population, increasing aging of population, accelerating industrialization and urbanization. It has become an important guarantee for the social and economic development of rural areas. In 2009, the pilot work on new rural insurance began, covering 13 percent of the counties and cities in the country. In the same year, Manas County, Xinjiang, launched a self-pilot project for new rural insurance. In October 2010, the Social Insurance Law of the people's Republic of China was formally promulgated. This confirms the legal status of the new rural insurance and the financial responsibility of the government to the new rural insurance at a higher level. In July 2011, Manas County was formally included in the national new rural insurance pilot scope. However, the construction and implementation of the new rural insurance are still in the exploratory stage, and there are still many problems. It is necessary to further optimize the system according to the actual situation in the countryside and according to the regional conditions. In order to adapt to the development level of the region and promote the sustainable development of the new rural insurance system. Based on the relevant social security theory, this paper first analyzes the general situation of the implementation of the new rural insurance in Manas county. On the basis of the analysis of the social and economic development of Manas county, the paper analyzes the innovative practice and exploration of the new rural insurance, and the main experience and practice. The main characteristics of system construction to analyze the overall situation of the implementation of the new rural insurance in Manas County. Secondly, according to the results of field investigation, this paper evaluates the effect of the new rural insurance system in Manas County, mainly from the farmers' cognition and demand of the new rural insurance system, and the farmers' evaluation of the service platform of the rural insurance agency. Evaluation of the key points in the implementation of the new rural insurance scheme and farmers' ability to pay insurance and pension payment forecast to evaluate the new rural insurance system in Manas County operating situation; again, based on the survey, respectively from the farmers themselves, This paper analyzes the problems existing in the implementation of the new rural insurance system in Manas County from the aspects of the construction of the agricultural insurance service platform and the design of the system, and analyzes the experience of the innovation model of the rural insurance system reform in the domestic areas for reference to the construction of the new rural insurance system in Manas County. In view of the problems existing in the implementation of the new rural insurance system, this paper discusses the countermeasures and suggestions for perfecting the new rural insurance system and its smooth operation in Manas County from the point of view of the coordination with the county economy, society and culture development degree and direction. Based on the analysis, the middle and old farmers in Manas County have a higher enthusiasm to participate in the new rural insurance, but choose a lower level of payment, and the young farmers' acceptance and acceptance of the new rural insurance system is insufficient; The construction and operation of the new rural insurance service platform is not standard enough, and the information construction is lagging behind; the pension replacement rate calculated according to the plan of the system is still relatively low, and there is still a big gap compared with the future pension demand of the peasants. Moreover, the ability of maintaining and increasing the value of rural insurance funds is poor, and there is a problem of poor convergence with other social security systems. In the implementation and development of the new rural insurance, these problems need to be solved according to the actual situation, and in the process of gradually perfecting the system, the social risk management framework should be constructed, and a diversified and multi-level pattern of old-age support should be constructed. Make the new rural insurance play a greater role, but also make up for its shortcomings.
