我国森林保险保费补贴政策执行效果、存在的主要问题与建议

【摘要】：中央财政森林保险保费补贴开展试点以来,我国森林保险覆盖范围不断扩大,但由于现行保费补贴政策仍存在一定缺陷,导致森林保险产品难以满足实际需求,农户的参保积极性不高;森林保险经营成本与收益不匹配,造成保险机构供给意愿不强;森林保险参与主体的权责划分不清,导致基层政府部门工作动力不足。应通过科学设计森林保险产品、创新森林保险运营模式和参保引导机制及实行差异化补贴标准等措施,来增强森林保险保费补贴政策的执行效果。
[Abstract]:Since the central fiscal forest insurance premium subsidy has been carried out, the forest insurance coverage in China has been continuously expanded. However, due to the shortcomings of the current premium subsidy policy, it is difficult for forest insurance products to meet the actual demand. The enthusiasm of farmers to participate in insurance is not high; the cost and income of forest insurance management are not matched, which results in the weak supply will of insurance institutions; the division of rights and responsibilities of the main body of forest insurance participation is not clear, which leads to the lack of motivation of grass-roots government departments. The implementation effect of forest insurance premium subsidy policy should be enhanced through scientific design of forest insurance products, innovation of forest insurance operation mode, guiding mechanism of insurance participation and implementation of differentiated subsidy standards.
