【摘要】：近些年,由于我国老年人口快速增长,城乡差距不断扩大,我国农村地区急需建立一套完善的农村养老保险制度用以保障农村老年人的合法权益。2008年,《中共中央关于推进农村改革发展若干重大问题的决定》明确要求“建立个人缴费、集体补助、政府补贴相结合的新型农村社会养老保险制度”。2010年,《中华人民共和国社会保险法》的颁布第一次以法律的形式明确规定“国家建立和完善农村社会养老保险制度”。自此新型农村社会养老保险制度诞生了。新型农村社会养老保险制度的建立与开展为老年农民提供了基本的生活保障,满足了农民的基本生活需求,增加了农民收入、促进了农村地区的经济快速发展,实现了老年人老有所养的心愿,给全国农村地区居民带来了福音。2011年,作者家乡一张北县有幸被河北省政府纳入新农保第二批试点名单,随后该项政策在张北县开展起来。县政府为推动新农保的顺利开展做出了实质性的努力一通过财政拨款购置安有新型农村社会养老保险专用软件系统的电脑和打印机,提高设施的标准配置和经办人员的工作效率；通过在县城人口密集地区发放宣传资料,以求扩大宣传范围等。经过县政府努力,农民对新农保有了初步认识,在某种程度上,提高了全民参保率。截至2012年底,张北县的参保率达到95.5%,但试点在运行过程中仍然存在诸多问题。作者选取试点县中代表乡镇一二泉井乡,主要针对身体健康状况、收入是否稳定、收入主要来源等内容对乡镇中677人进行间卷调查。通过基本情况的调查,可以发现新农保在试点县运行过程中存在着一些问题,比如农民的参保意识薄弱,农民收入水平低导致农民不愿意参加新农保。该论文针对这些问题给出了相关建议。此次调查具有针对性,为张北县政府顺利开展新农保工作提供宝贵建议。
[Abstract]:In recent years, due to the rapid growth of the elderly population in China, the gap between urban and rural areas has been widening. China's rural areas urgently need to establish a set of perfect rural old-age insurance system to protect the legal rights and interests of the rural elderly. In 2008, the "decision of the CPC Central Committee on promoting Rural Reform and Development" explicitly requires "establishing individual contributions". Collective benefits, In 2010, the promulgation of the Social Insurance Law of the people's Republic of China made it clear in the form of law that the state should establish and perfect the rural social old-age insurance system. Since then, the new rural social endowment insurance system was born. The establishment and development of the new rural social endowment insurance system provides the elderly farmers with basic living security, meets the farmers' basic living needs, increases the farmers' income, and promotes the rapid economic development of the rural areas. In 2011, Zhangbei County, the author's hometown, was lucky enough to be included in the second batch of pilot list of new rural insurance by Hebei provincial government, and then the policy was launched in Zhangbei County. The county government has made substantial efforts to promote the smooth development of the new rural insurance system. First, through financial allocations, it has acquired computers and printers equipped with a special software system for rural social old-age insurance. Improve the standard configuration of facilities and work efficiency of staff; through the distribution of propaganda materials in densely populated areas of counties in order to expand the scope of publicity and so on. Through the efforts of the county government, farmers have maintained a preliminary understanding of the new farmers and, to some extent, raised the participation rate of the whole people. By the end of 2012, the rate of insurance participation in Zhangbei County had reached 95.5. but there were still many problems in the operation of the pilot project. The author selected the representative township of Erquanjing Township in the pilot county to investigate 677 people in the township mainly on the contents of health condition, stable income and the main source of income. Through the investigation of the basic situation, we can find that there are some problems in the operation of the new rural insurance in the pilot counties, such as the weak consciousness of participating in the insurance of farmers, the low income level of farmers, and the reluctance of farmers to participate in the new rural insurance. The paper gives some suggestions for these problems. This investigation has the pertinence, for the Zhangbei county government to carry out the new rural insurance work smoothly to provide the valuable suggestion.
