山东省农业保险发展问题研究

【摘要】：农业保险是降低农业损害,保障农民利益的重要手段,对于维护农业的稳定,促进农业的长远发展有重要的意义。山东省是一个农业大省,农业在山东省的总体经济结构中占有举足轻重的地位。但是,山东省又是一个自然灾害发生比较频繁的地区,每年的自然灾害给山东省的农业造成了不小的损失。因此,在山东省内普及农业保险的覆盖率有十分现实的意义。本文立足于全国农业保险发展的现状,结合山东省实际情况,提出了山东省农业保险发展的不足和需要改进之处,对山东省农业保险的未来发展提出了切实可行性的对策。本文分为六个个部分,第一部分是绪论,介绍了农业保险研究的意义、国内外研究综述、研究的内容与目标、研究方法与技术路线、创新和不足之处,为后文的阐述做了铺垫。第二部分先对农业风险的有关内容做了介绍然后引出文章的重点——农业保险,并对农业保险的概念、原则、理论基础等有内容做了简要的介绍。第三部分对山东农业保险的发展历程和现状进行了分析。第四部分先是从农户、国家政策、保险公司等方面指出了山东农业保险发展存在的突出性问题,然后深入分析造成这些问题的原因。第五部分是本文的核心部分,也是对前文的总结和升华,针对山东省农业保险存在的问题,在借鉴国内外农业保险发展的典型模式的基础上结合山东农业发展的现状,从宏观和微观层面提出了可行的对策建议,力图探索山东省农业保险发展的新思路,开拓新的经营模式,改变山东省农业保险的现状。最后一部分总结了研究结果,并展望了山东农业保险的发展前景和出路。
[Abstract]:Agricultural insurance is an important means to reduce agricultural damage and protect the interests of farmers. It is of great significance to maintain the stability of agriculture and promote the long-term development of agriculture. Shandong Province is a big agricultural province, agriculture occupies a pivotal position in the overall economic structure of Shandong Province. However, Shandong Province is also a region where natural disasters occur more frequently. The natural disasters cause great losses to agriculture in Shandong Province every year. Therefore, it is of practical significance to popularize the coverage of agricultural insurance in Shandong Province. Based on the present situation of the development of agricultural insurance in the whole country and the actual situation of Shandong Province, this paper puts forward the deficiency of the development of agricultural insurance in Shandong Province and the place needing improvement, and puts forward some feasible countermeasures for the future development of agricultural insurance in Shandong Province. This paper is divided into six parts, the first part is the introduction, introduced the significance of agricultural insurance research, the domestic and foreign research summary, the research content and the goal, the research method and the technical route, the innovation and the insufficiency, has made the foundation for the later elaboration. The second part introduces the related contents of agricultural risk, and then introduces the main point of the article-agricultural insurance, and briefly introduces the concept, principle and theoretical basis of agricultural insurance. The third part analyzes the development course and present situation of Shandong agricultural insurance. The fourth part first points out the outstanding problems in the development of agricultural insurance in Shandong province from the aspects of farmers, national policies and insurance companies, and then analyzes the causes of these problems in depth. The fifth part is the core part of this paper, which is also the summary and sublimation of the previous text. Aiming at the existing problems of agricultural insurance in Shandong Province, the paper combines the current situation of Shandong agricultural development based on the model of agricultural insurance development at home and abroad. This paper puts forward feasible countermeasures and suggestions from macro and micro level, tries to explore the new ideas of the development of agricultural insurance in Shandong Province, opens up a new management model, and changes the present situation of agricultural insurance in Shandong Province. The last part summarizes the research results, and looks forward to the development prospect and outlet of Shandong agricultural insurance.
