职工医保与居民医保参保人群医疗需求差异分析

【摘要】：为了对城镇职工基本医疗保险与城镇居民基本医疗保险参保人群医疗需求差异进行分析,文章选用CHNS2009年数据,分别采用OLS回归和Oaxaca-Blinder分解模型对城镇职工和城镇居民医疗需求的影响因素进行定量测算,并归纳各因素对不同类型参保人群医疗需求差异的贡献程度。结果显示:疾病严重程度和补偿比均是影响城镇职工和城镇居民医疗需求的最主要因素,而城镇职工和城镇居民医疗需求差异的61.7%可由制度因素解释。文章认为,应逐步提高城镇居民基本医疗保险的保障水平,缓解城镇不同医保类型参保人群的医疗需求差异与不公平性问题。
[Abstract]:In order to analyze the difference of medical demand between urban workers' basic medical insurance and urban residents' basic medical insurance, the paper selects the annual data of CHNS2009. OLS regression and Oaxaca-Blinder decomposition model were used to measure the influencing factors of medical demand of urban workers and urban residents respectively, and the contribution of each factor to the difference of medical demand of different types of insured population was summarized. The results showed that the degree of disease severity and the compensation ratio were the most important factors affecting the medical needs of urban workers and urban residents, and 61.7% of the differences between urban workers and urban residents could be explained by institutional factors. The paper holds that the level of basic medical insurance for urban residents should be improved step by step to alleviate the differences in medical needs and unfairness among the insured population of different types of medical insurance in cities and towns.
