社会保险覆盖范围推展中的相关问题研究

【摘要】：我国社会保险在计划经济时期主要由单位保障,覆盖面窄,公平性受到质疑。改革开放以来,伴随着经济和社会的全面改革,社会保险也逐渐由单位保障走向真正的社会保障,且覆盖面不断提高。社会保障制度在取得巨大成绩的同时也产生了各种各样的问题,诸如弃保、断保、逃保、骗保、社保基金安全、经办机构服务水平低等问题。针对上述不良现象和问题,本文作者调研走访了一系列机关事业保险部门、医保中心等机构,访问了相关权威人士,收集了相关数据资料,并与国家统计官网的相关数据进行了分析对比。同时,对目前我国社会保险覆盖现状进行了初步了解,并梳理了我国社会保险在覆盖面推展过程中存在的主要问题。运用类比分析等方法,对制度不统一、费率较高、基金支付能力不足等问题进行了集中讨论,并尝试找出问题产生的原因;运用辩证分析的方法,对社保机构服务能力较低、专业人员匮乏、企业参保积极性不高等问题,探讨了其存在的原因,提出了改进对策和建议;同时对公民个人的态度、认知等形成的原因,也进行了深入的探讨。另外,从社会层面针对社会保险政策的完善,执行中的策略与方法,公众的教育引导,社保管理部门工作流程的优化,良好社会诚信体系的建设等,提出了意见和建议。
[Abstract]:During the planned economy period, social insurance in our country is mainly guaranteed by the unit, with narrow coverage and questionable fairness. Since the reform and opening up, with the overall reform of economy and society, social insurance has gradually moved from unit security to real social security, and the coverage has been continuously improved. While the social security system has made great achievements, it has also produced a variety of problems, such as abandoning, breaking, evading, scamming, social security fund security, low service level of agencies and so on. In view of the above adverse phenomena and problems, the author has investigated and visited a series of agencies, such as insurance departments, medical insurance centers, and other institutions, interviewed relevant authorities and collected relevant data. And with the relevant data of national statistician website has carried on the analysis and contrast. At the same time, the present situation of social insurance coverage in China is preliminarily understood, and the main problems in the development of social insurance coverage in China are combed out. By means of analogy analysis, this paper focuses on the problems of system disunity, high rate and insufficient fund's ability to pay, and tries to find out the causes of the problems. By using the dialectical analysis method, this paper discusses the reasons for the problems such as low service ability of social security institutions, lack of professional personnel and low enthusiasm of participating in insurance, and puts forward some countermeasures and suggestions for improvement. At the same time, the formation of individual attitude, cognition and other reasons are also discussed. In addition, some suggestions are put forward from the social level, such as the perfection of social insurance policy, the strategies and methods in execution, the guidance of public education, the optimization of the work flow of the social security management department, the construction of a good social credit system and so on.
