统筹区域内城乡居民养老保险与城镇职工养老保险衔接办法的改进

【摘要】：随着新型城镇化及新农村建设的不断推进,人口在城镇与农村之间形成频繁的双向流动,城镇职保和城乡居保的转移衔接问题也日益重要。笔者认为,现行转移衔接政策的一些规定,有损参保者的养老保险权益,如从城乡居保转入城镇职保,不折算缴费年限或合并缴费年限;从城镇职保转入城乡居保,社会统筹账户不转移。尽管城乡居保与城镇职保在制度模式、缴费水平、待遇水平上存在较大的差异,但二者在转移衔接时,应更加细致和人性化。为此可改进目前做法:从城乡居保转入城镇职保,采用折算缴费年限或补缴视同缴费年限的方法;从城镇职保转入城乡居保,采用一次性补缴或养老金分段计发的方法。为了有效推进新方案,尚需配套完善转移衔接相关法律法规、建立统一转移性衔接政策、提高基金统筹层次等措施。
[Abstract]:With the continuous development of new urbanization and new rural construction, the frequent two-way flow of population between urban and rural areas, the transfer and connection between urban and rural job security is becoming more and more important. The author believes that some provisions of the current transfer policy undermine the old-age insurance rights and interests of the insured, such as from urban and rural home insurance to urban occupational insurance, do not convert the number of payment years or combined payment years, from urban and rural occupational insurance to urban and rural home insurance, the social overall planning account does not transfer. Although there are great differences in system mode, payment level and treatment level between urban and rural home insurance and urban job insurance, they should be more meticulous and humanized when transferring and connecting. Therefore, we can improve the current practice: from urban and rural home insurance to urban occupational insurance, using the method of converting the number of paid years or repaying as the same as the number of years of payment, and from the urban and rural housing insurance to urban and rural residential insurance, using the method of one-off repayment or pension subsection calculation. In order to effectively promote the new scheme, it is necessary to perfect the relevant laws and regulations of transfer connection, establish a unified transfer connection policy, and improve the overall planning level of the fund.
