【摘要】：当今世界正在从传统的以大量耗能为特征的经济模式转向以知识及信息作为导向的知识经济模式。我国“十二五”规划指出,要以科技进步及技术创新作为支撑来实现经济发展方式的快速转变。对知识产权的保护又会给科技进步及技术创新带来一定的激励及推动作用。长期以来,有关知识产权保护及经济的研究大都集中在发达国家。作为发展中国家,我国也一样面临着知识产权保护政策的选择问题。对中国知识产权保护问题的研究起步较晚且大都侧重于理论研究,本文以以往研究为基础并结合我国具体情况,把理论研究与实证研究结合起来,分析了我国知识产权保护对高技术产业技术创新效率的影响,从而为我国知识产权保护制度的不断完善与高技术产业技术创新效率的不断提高寻找到有效途径,因此,有着重要的理论及现实意义。本文使用改进的GP指数法对我国各个地区的知识产权保护强度进行了测算,而后又使用DEA的方法对我国高技术产业技术创新效率进行了测度,并对计算得出的技术效率值进行了收敛性判别及分析。不仅从理论上分析了知识产权保护对高技术产业技术创新效率的作用机制,还以我国高技术产业2003—2013年的面板数据为基础,使用Tobit模型对其进行了实证分析并提出相关政策建议。结果表明,我国各地区知识产权保护强度及高技术产业技术创新效率均呈逐年递增的趋势但地区差异性较大,东部地区要明显高于中西部地区。无论在全国范围内还是在东中西部各地区,高技术产业技术创新效率都呈现出明显的绝对β收敛,即其创新效率最终都会趋于各自的稳态水平。此外,知识产权保护水平的提高会给我国高技术产业技术创新效率带来积极的促进作用,知识产权保护与FDI及出口的协同效应也会促进其技术创新效率的提高。政府的科技支出占其总支出的比重、高技术产业的企业数量、外商直接投资与高技术产业的出口增长率对高技术产业技术创新效率也全部具有正向的影响。
[Abstract]:Nowadays the world is changing from the traditional economic model characterized by energy consumption to the knowledge-based economy mode which is guided by knowledge and information. The protection of intellectual property rights will give a certain incentive and impetus to the scientific and technological progress and technological innovation. For a long time, the protection of intellectual property rights will bring a certain incentive and impetus to the scientific and technological progress and technological innovation. Most of the studies on intellectual property protection and economy are concentrated in developed countries as developing countries. China is also faced with the problem of the choice of intellectual property protection policy. The research on the protection of intellectual property rights in China started late and mostly focused on theoretical research. Based on the previous research and the specific situation of our country, this paper combines the theoretical research with the empirical research, and analyzes the impact of intellectual property protection on the technological innovation efficiency of high-tech industries in China. In order to improve the intellectual property protection system and improve the technological innovation efficiency of high-tech industries to find an effective way, therefore. It has important theoretical and practical significance. This paper uses the improved GP index method to calculate the intensity of intellectual property protection in various regions of China. Then using the method of DEA to measure the efficiency of high-tech industry technological innovation in China. It not only analyzes the mechanism of intellectual property protection on the technical innovation efficiency of high-tech industry, but also analyzes the convergence of the calculated technical efficiency. Based on the panel data of China's high-tech industry from 2003 to 2013, this paper uses Tobit model to make an empirical analysis and puts forward relevant policy recommendations. The intensity of intellectual property protection and the technological innovation efficiency of high-tech industries in various regions of China are increasing year by year, but the regional differences are great. The eastern region is obviously higher than the central and western regions. Both in the national scope and in the eastern central and western regions, the efficiency of high-tech industry technology innovation has shown obvious absolute 尾 convergence. That is, its innovation efficiency will eventually tend to their own steady state level. In addition, the improvement of the level of intellectual property protection will bring positive promotion to the efficiency of high-tech industry technological innovation in China. The synergistic effect of intellectual property protection, FDI and export will also promote the efficiency of technological innovation. The proportion of government science and technology expenditure to its total expenditure, the number of high-tech industry enterprises. Foreign direct investment (FDI) and export growth rate of high-tech industry also have positive effect on the efficiency of technological innovation of high-tech industry.
