【摘要】:高技术产业是现代社会经济发展最主要的支撑点,与其他产业相比处于战略地位。目前,高技术产业的发展水平已经成为全球经济竞争与科技进步的核心。众所周知,高技术产业的发展主要依赖技术创新。技术创新可以减少能源消耗、加快产业资产周转速度、提高产业的盈利水平。正是因为这样,大量的专家开始研究有关于高技术创新效率的问题。查阅已有文献发现,学者们往往从投入与产出的角度展开创新效率的研究,其中在考虑产出问题时,更倾向把专利数据与经济效益指标共同作为效率产出指标进行评价。事实上从创新的整个过程看,专利数据只是一个中间产出,将它与经济效益数据共同作为产出指标求出的效率难免会存在误差。本文从专利效率和经济效率两个角度对我国高技术产业的创新效率进行比较研究,以期为决策者提供更加有用的信息。本文通过对高技术产业、技术创新理论和效率理论等进行剖析获得理论支撑。根据创新过程将创新效率分为“经济效率”和“专利效率”,通过建立合理的评价指标,从投入与产出的角度对我国高技术产业创新效率进行深入研究。投入分为三个维度:人力投入、财力投入和技术投入,“经济效率”产出分为两个维度:产品收益和新产品收益,“专利效率”产出分为两个维度:专利数量和专利质量。通过DEA模型,实证测算25个省份5年内(2009-2013)高技术产业的技术创新效率,得出以下结论:从整体上来看:(1)高技术产业技术创新效率整体上是有效率的,但距离完全有效还差很远;(2)不同地区创新效率水平严重不一致;(3)东部地区在“经济效率”上具有显著优势;中西部地区在“专利效率”上具有明显优势;(4)个别省份经济效率与专利效率完全脱节。包括两种情况:经济效率远远高于专利效率;经济效率远远低于专利效率。长久看来,这两种效率的不对等会给产业未来发展带来极大的阻力。从时间序列角度来看:(1)我国整体上“经济效率”逐年下降,“专利效率”在波动中逐渐提高;(2)虽然我国高技术产业技术创新效率存在地区差异,但是这种差异正在逐步缩小。
[Abstract]:High-tech industry is the most important supporting point of modern social and economic development, and is in a strategic position compared with other industries. The development level of high-tech industry has become the core of global economic competition and scientific and technological progress. As we all know, the development of high-tech industry mainly depends on technological innovation. Technological innovation can reduce energy consumption. It is precisely because of this that a large number of experts began to study the problem of high technology innovation efficiency. Scholars often carry out the research of innovation efficiency from the angle of input and output, in which the question of output is considered. Patent data and economic efficiency indicators are more likely to be used as efficiency output indicators. In fact, from the whole process of innovation, patent data is only an intermediate output. It is inevitable that there will be errors in the efficiency obtained by using it and economic benefit data as the output index. This paper makes a comparative study on the innovation efficiency of China's high-tech industry from the perspective of patent efficiency and economic efficiency. In order to provide policymakers with more useful information. According to the innovation process, the innovation efficiency is divided into "economic efficiency" and "patent efficiency", through the establishment of reasonable evaluation indicators. From the perspective of input and output, the innovation efficiency of high-tech industry in China is deeply studied. Input is divided into three dimensions: human input, financial input and technical input. The output of "economic efficiency" is divided into two dimensions: product income and new product income, and "patent efficiency" output is divided into two dimensions: patent quantity and patent quality, through DEA model. The technological innovation efficiency of the high-tech industry in 25 provinces in the next 5 years is estimated by empirical analysis. The conclusions are as follows: on the whole, the technological innovation efficiency of high-tech industry is efficient, but it is far from being completely effective; (2) the level of innovation efficiency in different regions is not consistent; (3) the eastern region has significant advantages in "economic efficiency"; The central and western regions have obvious advantages in "patent efficiency"; 4) the economic efficiency of individual provinces is completely out of touch with the patent efficiency, including two situations: the economic efficiency is much higher than the patent efficiency; Economic efficiency is far lower than patent efficiency. In the long run. The inequality of these two kinds of efficiency will bring great resistance to the future development of industry. From the point of view of time series, the "economic efficiency" in China as a whole is decreasing year by year, and the "patent efficiency" is gradually increasing in the fluctuation. Although there are regional differences in the technological innovation efficiency of high-tech industries in China, the differences are gradually narrowing.
