高技术产业结构与科技资源投入结构匹配关系测度

【摘要】：立足福利经济学的一般原理,本文构建了产业结构与科技资源投入结构之间的结构偏差指数,以2004—2013年中国高技术产业制造业和高技术产业服务业为样本,分别研究了高技术产业制造业和服务业、制造业子产业、服务业子产业产业结构与科技资源投入结构的匹配关系。结论认为:(1)科技资源在高技术产业制造业和服务业间的配置基本是有效率的,制造业比服务业表现出微小的资源效率优势;(2)制造业内部科技资源的利用效率呈现梯度差异;(3)信息传输、软件和信息技术服务业相对于科学研究和技术服务业表现出对科技资源利用效率长期的绝对优势。
[Abstract]:Based on the general principles of welfare economics, this paper constructs the structural deviation index between the industrial structure and the input structure of scientific and technological resources. Taking the high-tech manufacturing industry and the high-tech industry service industry as samples from 2004 to 2013, this paper studies the high-tech industry manufacturing industry and the service industry, the manufacturing sub-industry respectively. The relationship between the industrial structure of service industry and the input structure of science and technology resources. The conclusion is that the allocation of science and technology resources between high-tech industry manufacturing industry and service industry is basically efficient. Compared with the service industry, the manufacturing industry has a small advantage of resource efficiency; (2) the utilization efficiency of science and technology resources in manufacturing industry shows gradient difference; (3) Information transmission, software and information technology services show a long-term advantage over scientific research and technology services in the utilization of scientific and technological resources.
