【摘要】:随着知识经济的来到,人力资源在产业发展中的作用更加凸显。作为最具有创造性、能动性的资源——人力资源,根植于产业整体发展的进程中,其开发的好坏直接关系到产业持续健康发展,影响其核心竞争力形成。山东省作为中国的经济大省,更是“调结构、转方式”的主力军,其发展质量对中国社会经济有着重要的影响。其产业发展与人力资源发展的内在规律如何,产业发展对人力资源开发的要求是什么,深入、系统探析这些问题,有利于明确山东省人力资源开发的方向,强化人力资源开发对产业发展的支持作用。第二产业是山东省的主导产业,提供了大量的就业岗位。在当前“转结构,调方式”以及《〈中国制造2025〉山东省行动纲要》的大背景下,第二产业发展与人力资源关系不仅影响到第二产业发展,对第一产业、第三产业同样产生重大影响。从第二产业出发,通过构建具有普适性的人力资源开发模型,探讨人力资源开发对第二产业发展的影响,进而深入研究各产业对人力资源开发的要求,明确山东省人力资源开发的整体要求与方向,提出山东省人力资源开发的政策建议。本文主要内容包括:(1)提出了第二产业发展与人力资源开发关系的假设并运用实证方法进行了验证,得到了第二产业的发展包括产业规模的扩大、产业升级以及产业链延伸所带来的人力资源开发中的“量”与“质”的影响,同时更是验证了人力资源开发带给第二产业发展的巨大反作用;(2)在前人的基础上另辟蹊径借助于新经济增长理论中的“Romer知识溢出模型”来剖析。运用STATA.12软件,选取山东省2000-2014年15年间的数据量,进行了时间序列分析,探讨了进行人力资源开发对山东省第二产业发展的贡献度。结果表明,物质资本对第二产业发展的影响作用要大于人力资源开发对其的影响作用,说明山东省第二产业的发展还是传统的发展方式,但是这种作用在不断的减弱,人力资源开发的作用在增强;(3)以第二产业实证结论为基础,探讨出第一、三产业发展中对人力资源的质量、数量的需求情况,并依据文中对产业发展和人力资源开发的相互作用,提出了未来山东省人力资源开发的趋势与重点。并据此提出了山东省在人力资源开发方面的措施,以更好的为产业的发展培育出高质量的人才。产业发展与人力资源开发系统性较强,产业发展与人力资源开发的联系也较为复杂,本文还需要在产业发展,尤其是创新对人力资源开发的要求、产业链延伸等问题在今后继续进行研究。
[Abstract]:With the advent of knowledge economy, the role of human resources in the development of industry is more prominent. As the most creative and dynamic resource, human resources are rooted in the process of the overall development of industry. The quality of its development is directly related to the sustained and healthy development of the industry and the formation of its core competitiveness. As a major economic province in China, Shandong Province is the main force of "adjusting the structure and changing the way". The quality of its development has an important impact on China's social economy. What is the inherent law of its industrial development and human resource development, and what is the requirement of industrial development to human resources development? The second industry is the leading industry in Shandong Province, providing a large number of jobs. Under the background of "Mode of Adjustment" and "Shandong Province Action outline made in China 2025", the relationship between the development of secondary industry and human resources not only affects the development of secondary industry, but also affects the primary industry. The third industry also has a significant impact. From the second industry, through the construction of a universal human resources development model, this paper discusses the impact of human resources development on the development of the secondary industry. Further more, the requirements of human resources development in various industries are studied in depth, and the overall requirements and direction of human resources development in Shandong Province are clearly defined. The main contents of this paper include: 1) put forward the hypothesis of the relationship between the development of secondary industry and human resource development, and use the empirical method to verify it. The development of the secondary industry includes the expansion of the industrial scale, industrial upgrading and industrial chain extension of the human resources development brought by the "quantity" and "quality" impact. At the same time, it verifies the enormous reaction of human resource development to the development of secondary industry. (2) on the basis of the previous research, the author uses the Romer knowledge spillover model in the new economic growth theory to analyze. STATA.12 software is used. This paper selects the data volume of Shandong Province from 2000 to 2014, carries on the time series analysis, discusses the contribution of human resources development to the development of the secondary industry of Shandong Province. The results show that. The impact of material capital on the development of the secondary industry is greater than that of human resources development, indicating that the development of the secondary industry in Shandong Province is still the traditional mode of development, but this role is constantly weakened. The role of human resources development is increasing; Based on the empirical conclusions of the second industry, this paper discusses the demand for the quality and quantity of human resources in the development of the first and third industries, and according to the interaction between the industrial development and the development of human resources in the paper. This paper puts forward the trend and key points of human resource development in Shandong Province in the future, and puts forward the measures of human resource development in Shandong Province accordingly. Better for the development of industry to cultivate high-quality talent. Industrial development and human resources development is more systematic, the relationship between industrial development and human resources development is more complex, this paper also needs to develop in industry. In particular, the requirements of innovation for human resources development, industrial chain extension and other issues continue to be studied in the future.
