青岛文化创意产业园项目进度管理研究

【摘要】：项目进度管理理论研究作为管理学分支管理科学与工程的重要研究对象,近年来在我国相关领域中获得了长足进展。该理论更加注重运用现代管理的先进思想、理论、方法和信息化技术工具,用以提升项目科学管理水平,并成为国内外项目进度管理研究与发展的主要趋势。同时,作为工程管理计划控制的重要方法,项目进度管理理论在工程建设领域特别是重大项目建设与管理中发挥越来越重要的作用,科学而有效的项目进度管理,不仅可以提升项目建设质量,有效控制甚至缩短工期,而且也能够节约大量的成本费用,从而使该理论具有较强的实践应用价值。文化创意产业是一种新兴产业,已经成为我国文化产业和城市经济力量的重要组成部分。青岛西海岸承载再造一个新青岛的战略定位,文化创意产业将成为其重点发展的领域,不少国内外企业集团纷纷抢滩青岛文化创意产业高地。某传媒集团于2010年底通过招拍挂受让的青岛胶南200余亩黄金地块正处于西海岸经济新区核心区,2011年初,签订土地出让合同,规划建设“青岛文化创意产业园”项目,由集团旗下的置业公司具体承担产业园开发。在西海岸,类似的项目运作很多,将无一例外要与大青岛建设和东方影都的工程进度同频共振,处于战略机遇期的重要时间节点,因此项目进度管理成为项目运作成功的关键,对进度管理的研究将为其他拟建、在建文化产业项目发挥借鉴作用。本文以青岛文化创意产业园项目为例,运用进度管理理论,在比较分析几种项目管理计划编制方法的基础上,选用网络计划技术中的关键线路法和工期—成本优化法编制进度计划,制定满足工期要求的网络计划,在项目不同的阶段,采取组织措施、管理措施、技术措施、经济措施来保证计划的实施,确保项目按期竣工投入运营。
[Abstract]:The progress of the project management theory is an important study object of branch of management science and engineering management, in recent years in related fields in our country has made considerable progress. The theory of pay more attention to the use of advanced ideas, modern management theories, methods and tools of information technology, to promote the scientific management level of the project, which has become the main trend at home and abroad project schedule management research and development. At the same time, as an important method of project management planning and control, project schedule management theory in the field of engineering construction especially the construction and management of major projects play a more and more important role in the progress of the project management scientific and effective, not only can improve the quality of construction projects, effectively control and even shorten the construction period but also can save a lot of cost, so that the theory has strong practical application value. Cultural creative industry is a new Industry, China has become an important part of the cultural industry and the economic strength of the city. The west coast of Qingdao carrying a new reconstruction strategy positioning of Qingdao, cultural and creative industries will become the key development areas, many domestic and foreign enterprises have vied for the cultural and creative industries in Qingdao heights. A media group at the end of 2010 through the auction of the transferee Qingdao Jiaonan 200 acres of prime land in the west coast economic area core area, at the beginning of 2011, signed a land transfer contract, the planning and construction of "Qingdao Cultural Creative Industry Park" project, by the group under the home company specific commitment to development of the industrial park. On the west coast, similar to the operation of the project, and without exception Qingdao Oriental cinema construction and engineering progress with the resonance frequency, at an important time node in the period of strategic opportunity, so the progress of the project management as a project work off Research on the key, schedule management for other construction in the construction of cultural industry projects play a useful role. This paper takes Qingdao cultural and creative industry park project as an example, using the schedule management theory, based on the comparative analysis of several projects planning methods, selection of network planning technology in the critical path method and time cost optimization of scheduling plan, formulate meet the project requirements of network planning, the project in different stages, take organizational measures, management measures, technical measures, economic measures to ensure the implementation of the plan, to ensure that the project be completed and put into operation.
