万州发展全产业链农业企业研究

【摘要】：随着市场经济的发展,许多行业出现专业部门从企业主体脱离的现象,将企业不擅长的部分分离出去,形成专业化经营,以降低内部运行成本。但农业近年来却出现了相反的现象,越来越多的农业企业开始实施全产业链战略,将产业链的各个部分纳入企业内部管理,加强对产业链的控制,提高农产品质量,提高产品市场占有权,降低外部交易成本,从而达到提高企业效益的目的。近年来,国家层面进一步提出完善农业产业链,转变农业发展方式,进而促进一二三产业融合发展,探索中国特色农业现代化道路。十八届五中全会通过了关于制定"十三五"规划的建议,在建议中提出:着力构建现代农业产业、生产和经营体系,提高农业质量效益和竞争力,促进粮经饲、农林牧渔、种植养殖加工一体、一二三产业融合发展,走产出高效率、绿色安全、资源节约、环境友好的农业现代化道路[1]。万州是重庆渝东北生态涵养发展区的重点开发区和重要的区域性中心城市,集中体现了重庆"大城市、大农村、大山区、大库区"一体的区域特点。为适应区域特点,以发展全产业链农业企业为战略支撑和切入点,是万州高起点、特色化实施一二三产业融合发展战略可选的一种有效路径、方式或模式。因此,从战略和政策层面研究万州发展全产业链农业企业,对推进万州农村一二三产业融合发展、转变农村经济发展方式、农业供给侧结构性改革,推动万州经济社会持续健康发展,带动渝东北地区和三峡库区经济发展,实现三峡移民安稳致富等都有重要的现实意义,还可能为重庆探索适合自身特点的农业一二三产业融合模式,提供借鉴。基于国家层面的战略思路和万州发展全产业链农业企业的现实条件,本文主要探究万州发展全产业链农业企业对实施一二三产业融合发展战略的特殊意义和推动区域经济发展的特殊作用,发展的现实基础和条件,当前亟待解决的关键难点和主要问题,并针对性地提出政策措施建议。为了系统地探讨这一问题,作者从国内外有关农业产业链及全产业链战略的研究着手,对前人的成果进行了概括和总结,并对涉及的重要概念做了重新界定,确定了研究框架和研究方法;接着对万州发展全产业链农业企业的战略意义、优势和制约因素进行了重点分析;继而采用实证分析方法,选取万州4户农业企业,进行典型个案分析,梳理出当前发展全产业链农业企业需要解决的几个问题;最后提出政策措施建议。本文将主要内容分为五个章节,其结构如下:第一章:引言。本章重点阐述了本论文的选题背景和意义,梳理了国内外关于产业链和全产业链战略的研究综述,提出了论文的研究框架、研究方法以及创新点和不足之处。第二章:重要概念的界定和相关基础理论。根据本研究的需要,作者在前人的研究成果上,对一二三产业融合、全产业链和全产业链农业企业等概念作了界定,并对全产业链的内在涵义进行了分析,对支撑本研究的基础理论进行了分析。第三章:万州发展全产业链农业企业的战略意义和基础条件。从国家层面、万州区情的视角,分析了万州发展全产业链的战略意义;从自然条件、交通、政策等方面,分析了万州发展全产业链农业企业的优势和制约因素。第四章:万州全产业链农业企业实例分析。采用实证分析的方法,选取万州具有代表性的4户全产业链农业企业,对他们的发展状况进行分析,归纳出主要成效经验及亟需解决的几个突出问题。第五章:政策建议。在前面的研究基础上有针对性地提出万州发展全产业链农业企业的政策建议。结论与展望。万州重视和发展全产业链农业企业不仅符合国家战略,也特别符合万州区情,在本文获得的阶段性研究成效的基础上提出作者以后的研究方向和重点。
