滨海新区人力资源服务产业园区建设规划研究

【摘要】：改革开放后,人力资源服务业作为一种新兴的产业形态,在我国取得了迅猛的发展,并成为了现代服务业中生产性服务业的代表,并形成了上海外服等一大批自有品牌,国内产业总营收已超过2000亿元。人力资源服务业的发展催生了一种新型产业园区业态,即人力资源服务产业园区,园区聚集了政府公共服务、NGO非盈利性服务及盈利性企业服务,为当地的经济社会发展提供了智力支撑和人才保障,同时为当地政府带来了大量的税收收入,解决了大量人员就业。滨海新区作为天津乃至北方的重要开发开放窗口,紧跟产业发展潮流,成立专门筹备小组,拟在中心商务区建设滨海新区人力资源服务产业园区,前期引入政府相关公共服务职能及现有人力资源企业,中期进行招商引资引入国际、国内知名人力资源企业,后期将人力资源服务产业园区辐射到周边2公里范围,形成滨海新区的一张城市名片,打造滨海新区经济增长新动力。建设滨海新区人力资源服务产业园区是一项重大综合性工程,虽然前景光明,但是道路曲折,需要在现有体制机制下,解决各项困难和问题,本文研究了人力资源相关理论,研究了滨海新区实际情况,研究讨论了人力资源服务产业园区建设的具体规划设计方案,并对建设中可能遇到的问题进行了梳理,提供了解决问题的方案和办法。
[Abstract]:After the reform and opening up, the human resource service industry as an emerging industry, has achieved rapid development in our country, and become the representative of producer service industry in the modern service industry, and the formation of the Shanghai foreign service and a large number of brands, the domestic industry's total revenue has exceeded 200 billion yuan. The development of human resources services give birth to a new industrial park industry, human resource service industry park, the park has gathered the government public service, non-profit and for-profit NGO service enterprise service, provide intellectual support and personnel security for the local economic and social development, and bring a lot of tax revenue for the local government to solve a lot of employment. The development and opening of Binhai New Area as an important window of Tianjin and the north, closely follow the trend of industrial development, set up a special group, in the construction of the central business district of Binhai New Area Human Resources Service Industrial Park, early introduction of relevant government public service functions and the existing human resources of enterprises, the mid investment introduction of international and domestic well-known enterprise human resources, the latter will the human resource service industry park of radiation to the surrounding 2 km, the formation of the Binhai New Area of a city name card, to create a new dynamic Binhai Economic growth. The construction of Binhai New Area the human resource service industry park is a major comprehensive project, although promising, but the road twists and turns, in the existing institutional mechanisms, solve the difficulties and problems, this paper studies the relevant theories of human resources, the actual situation of Binhai New area, discussed the specific planning and design construction of the human resource service industry park and, for the possible problems in the construction of the sort, provides a solution to solve the problems and measures.
