扶贫背景下的山西乡村旅游产业链优化研究

【摘要】：在全面小康建设的推动下,我国扶贫攻坚进入攻坚拔寨的冲刺阶段,乡村旅游作为农村产业扶贫的有效形式,被赋予了重要使命。随着实践的深入,乡村旅游扶贫面临的问题更加尖锐、愈加细化。但学术界关于旅游扶贫和乡村旅游扶贫问题及对策的研究不够深刻,多“治标不治本”。如何从根本上解决乡村旅游可持续发展、贫困人口参与、旅游收益分配等的问题,提高乡村旅游扶贫效应,是旅游业界和学术界亟待解决的关键问题。鉴于此,本文试图以旅游产业发展的微观基础——产业链为落脚点,从产业链的微观视角,通过定性和定量分析相结合的方法,进行乡村旅游扶贫问题及其优化研究,并以山西为例开展实证分析,以拓展乡村旅游扶贫问题研究的思路与方法,为贫困乡村旅游开发与优化发展提供借鉴,也利于旅游产业链理论的补充和完善。文章在对选题背景和理论现状分析的基础上,就相关问题进行了一系列研究。通过深入探究乡村旅游扶贫本质和乡村旅游产业链内涵,构建了扶贫背景下乡村旅游产业链问题分析和优化发展的基本路径,总结了扶贫背景下乡村旅游产业链应该具备的4个特征,提出了扶贫背景下乡村旅游产业链优化的4条总体思路、4种基本路径和3个保障机制。在理论研究的基础上,文章同时对扶贫背景下山西乡村旅游产业链现状及问题进行了实证分析,重点针对景区依托型、农旅互动型、文旅融合型、综合型景区化开发4种不同的乡村旅游扶贫模式,分别选取桥上村、西安村、李家山村、神龙湾村为案例地进行调研,并针对性地提出了扶贫背景下山西乡村旅游产业链优化发展的对策,包括培育核心企业和带头人、深化贫困人口参与程度等的整体优化措施,以及不同扶贫模式下,以网状共生式、农旅一体化、文旅一体化、景区模块式乡村旅游产业链打造为重点的产业链具体优化对策,以期为山西乡村旅游扶贫实践提供参考。
[Abstract]:Under the promotion of the overall well-off construction, our country's poverty alleviation has entered the stage of attacking and pulling out the village. As an effective form of poverty alleviation in rural industries, rural tourism has been entrusted with an important mission. With the deepening of practice, rural tourism has been given an important mission. The problems faced by rural tourism poverty alleviation are more acute and more detailed. However, the research on tourism poverty alleviation and rural tourism poverty alleviation problems and countermeasures in academic circles is not deep enough, and many "palliative measures" do not deal with the root causes. How to fundamentally solve the sustainable development of rural tourism, The participation of poor population, the distribution of tourism income and the improvement of the poverty alleviation effect of rural tourism are the key problems to be solved urgently in tourism industry and academia. In view of this, this paper tries to take the micro-foundation of tourism industry-industry chain as its foothold. From the micro angle of view of industry chain, through the method of combining qualitative and quantitative analysis, the paper carries out the research on poverty alleviation of rural tourism and its optimization, and takes Shanxi as an example to carry out empirical analysis to expand the thinking and method of the research on poverty alleviation in rural tourism. This paper provides a reference for the development and optimization of rural tourism, and is also conducive to the supplement and perfection of tourism industry chain theory. Based on the analysis of the background of the selected topic and the current situation of the theory, This paper makes a series of research on the related issues. By deeply exploring the nature of rural tourism poverty alleviation and the connotation of rural tourism industry chain, the paper constructs the basic path of rural tourism industry chain problem analysis and optimization development under the background of poverty alleviation. This paper summarizes the four characteristics of rural tourism industry chain in the context of poverty alleviation, and puts forward four general ideas and four basic paths and three guarantee mechanisms for the optimization of rural tourism industry chain in the context of poverty alleviation. At the same time, the paper makes an empirical analysis on the current situation and problems of rural tourism industry chain in Shanxi Province under the background of poverty alleviation, focusing on four different rural tourism poverty alleviation models: relying on scenic spots, interaction between rural tourism and tourism, integration of literature and tourism, and comprehensive scenic spots. Selected Qiaoshang Village, Xi'an Village, Li Jia Shan Village and Shenlong Bay Village as case study, and put forward the countermeasures of Shanxi rural tourism industry chain optimization under the background of poverty alleviation, including cultivating core enterprises and leaders. The overall optimization measures of deepening the participation degree of the poor population, and the specific optimization countermeasures of the industrial chain, which focus on the network symbiosis, the integration of agriculture and tourism, the integration of culture and tourism, and the creation of the tourism industry chain of scenic spots, under different poverty alleviation models, etc. In order to provide a reference for Shanxi rural tourism poverty alleviation practice.
