经济“新常态”下河南省产业结构调整问题研究

【摘要】：以改革开放以来河南省统计年鉴和中国统计年鉴的数据为基础,研究经济“新常态”下河南省产业结构调整问题,在分析河南省与中国GDP增长率、“克强指数”、固定资产投资增速指标的基础上,发现经济“新常态”下河南省经济发展表现出的特征是:经济增长仍有可能保持8%以上的增速;河南省经济增长的方式将会发生新的变化;产业结构调整将进一步助推经济增长。在具体研究中,首先运用产业结构熵、就业产业结构偏离度与偏差系数、比较劳动生产率等指标来衡量河南省产业结构调整和产业结构演进状况,从整体上指出河南省三次产业存在产值与就业协调性不足,产业结构非均衡化发展等问题。其次运用偏离-份额分析法评价改革开放以来河南省不同阶段的三次产业及产业内部各部门结构调整的效果。根据相关方法的分析和经济“新常态”对河南省产业结构调整的要求得出在经济“新常态”下,河南省第一产业面临的主要问题是农业现代化水平低,竞争力不足、内部结构不合理;第二产业面临的主要问题是工业产能过剩问题严重、工业结构层次低;第三产业面临的主要问题是传统服务业占比大、现代服务业发展缓慢。最后根据河南省产业结构及三次产业内部存在的问题,提出了推进河南省产值与就业结构调整、促进三次产业协调发展、优化农业内部结构、发展现代农业、化解产能过剩、提升工业内部结构层次、提高现代服务业发展水平等经济“新常态”下促进河南省产业结构调整的建议。
[Abstract]:Since the reform and opening up of Henan Province Statistical Yearbook and China statistical yearbook data as the basis of economy under the new normal industrial structure adjustment in Henan Province, in Henan province and China GDP growth rate, Keqiang index, based on fixed asset investment growth index, find economic characteristics under the new normal economy the development of Henan Province showed that: economic growth is likely to remain above 8% growth rate; the new change of the economic growth of Henan province; the adjustment of industrial structure will further boost the economic growth. In this dissertation, firstly, using the industrial structure entropy, employment industrial structure deviation and deviation coefficient, comparative labor productivity the index to measure the Henan Province industrial structure adjustment and industrial structure evolution from the overall situation, pointed out the three industries of Henan province are lack of coordination of output and employment, industrial structure The problem of balanced development. Secondly, using the shift share analysis method to evaluate the different stages of reform and opening up of Henan province since the three industrial and industrial internal structure adjustment effect. According to the economic analysis and related methods of new normal requirements for the adjustment of industrial structure of Henan in the economic new normal, mainly the problem facing the first industry in Henan province is the low level of agricultural modernization, the lack of competitiveness, the internal structure is unreasonable; the main problem of the second industrial industry is facing serious overcapacity problems, the low level of industrial structure; the main problem of the third industry is facing the traditional service industry accounted for a large, slow development of modern service industry. Finally, according to the existing Henan province the industrial structure and the three industry internal problems, put forward to promote Henan province output and employment structure adjustment, promote the coordinated development of three industries, optimizing agricultural internal node We should build up modern agriculture, solve excess capacity, upgrade the level of industrial structure, improve the level of modern service industry, and promote the adjustment of industrial structure in Henan under the new normal economy.
