基于新公共管理理论的中医药健康产业绿色发展政策研究

【摘要】：伴随着社会经济的发展,人们赖以生存和发展的自然环境正在遭受严重的破坏,自然资源的日益短缺使得人们从过去单纯地关注社会经济的发展转变为经济、社会和环境相互协调的绿色发展。在我国经济新常态下,传统中医药健康产业的发展模式亟需升级,产业需向绿色中医药健康产业转型。产业的升级与结构调整离不开政府政策的支持与保障,绿色发展对政府的管理模式提出了新的要求。转变政府行政管理模式,设计出新的绿色机制,为发展绿色中医药健康产业提供政策保障是促进产业发展的关键所在。基于以上,文章在新公共管理理论视角下,研究与讨论了中医药健康产业的发展现状与政策现状,提出了中医药健康产业的绿色发展方式,分析了传统管理模式下中医药健康产业的政策问题,为中医药健康产业的政策设计提出优化建议。文章在是外部性理论、公共政策理论、新制度经济学和新制度主义理论的基础上,从新公共管理理论的角度研究了传统政府行政管理下政策制定的弊端,为中医药健康产业的绿色发展提供政策意见。运用的方法是文献法对相关概念和理论进行梳理,通过案例法介绍了国内外绿色发展制度,为中医药健康产业的绿色发展提供借鉴。在研究基础上,文章提出中医药健康产业的绿色发展方式有发展绿色网络经济、促进中药废弃物资源化的循环经济、绿色供应链管理方式和发展中医药健康产业可持续发展等四种方式,并从新公共管理理论的视角下阐述了传统的行政管理方式下的政策制定存在失效,主要有以机构为导向、一元化管理、以后果为导向的反应式管理和以物为本的绩效考核等问题。文章在新公共管理理论视角下提出四条政策优化意见包括外部性内部化的产权政策；运用机制设计理论的制度设计——激励相容；促进循环经济发展的正反馈机制和支付转移补贴的绿色贡献奖励机制。藉由以上文章得出结论(1)实现绿色发展是中医药健康产业可持续发展的必由之路；(2)中医药健康产业实现绿色发展的关键在于政策制定；(3)制定符合绿色发展理念的政策措施需要政府转变管理理念。
[Abstract]:With the development of social economy, the natural environment on which people depend for survival and development is being seriously destroyed. The increasing shortage of natural resources has made people pay more and more attention to the development of social economy from the past. Under the new normal condition of our country's economy, the development mode of traditional Chinese medicine health industry needs to be upgraded urgently. The industry needs to be transformed to the green Chinese medicine health industry. The upgrading and structural adjustment of the industry can not be separated from the support and guarantee of the government policy. The green development has put forward new requirements to the government management mode. To design a new green mechanism and provide policy guarantee for the development of green Chinese medicine health industry is the key to promote the development of industry. This paper studies and discusses the development and policy status of Chinese medicine health industry, puts forward the green development mode of traditional Chinese medicine health industry, and analyzes the policy problems of traditional Chinese medicine health industry under the traditional management mode. On the basis of externality theory, public policy theory, new institutional economics and new institutionalism theory, From the perspective of the new public management theory, this paper studies the drawbacks of policy making under the traditional government administration, and provides policy advice for the green development of the health industry of traditional Chinese medicine. This paper introduces the green development system at home and abroad through case law, and provides reference for the green development of Chinese medicine health industry. On the basis of the research, the paper points out that the green development mode of traditional Chinese medicine health industry is to develop green network economy. Promoting recycling economy of Chinese traditional medicine wastes, green supply chain management and sustainable development of health industry of traditional Chinese medicine. And from the perspective of the new public management theory, this paper expounds the invalidation of the policy making under the traditional administrative management mode, which is mainly organization-oriented and unified management. In the perspective of new public management theory, this paper puts forward four suggestions on policy optimization, including externalization of property rights policy; Institutional design based on the theory of mechanism design-incentive compatibility; The positive feedback mechanism for promoting the development of circular economy and the green contribution reward mechanism for payment of transfer subsidy. The key to realize the green development of health industry lies in the policy making.
