安溪茶产业发展的对策与效应分析

【摘要】：安溪茶产业发展到今天,取得的成就离不开当地政府对茶产业发展的清晰定位,安溪及至中国茶在走向世界,由大变强的征程中,本文以安溪茶产业对策作为研究课题,跳出了单纯对产业发展现状进行研究的局限性,将安溪茶产业发展放在产业对策推动的背景下,意图揭示产业对策对推动产业发展的深层互动关系,为安溪茶产业发展提供更多视角和理论参考。本文以安溪茶产业对策作为研究对象,收集整理安溪从“九五”到“十二五”主要茶产业对策,分析安溪茶产业对策在推动安溪茶产业发展中的影响,肯定了安溪茶产业对策对安溪茶产业发展的积极影响,并分析安溪茶产业对策在实施中的效应情况,通过问卷调查,分析得出安溪茶产业对策在市场主体规范、公正公平市场秩序、产业政策的权威性与稳定性、质量监管体系执行情况和产业规划的科学性等实施效应差,分析原因并提出相应的对策建议：把准安溪茶产业发展的“脉相”、结合改革深入的国家大背景、要重数量更重质量、建章立制规范市场等最后强调安溪茶产业的对策制定与指导总的都要放在改革开放的大背景下去定位和审视,做好“十三五”规划,正确引导把准茶产业的发展方向,尊重事物发展的客观规律和市场的客观诉求,特别在茶产业发展目标上不能单单追求上数量,更应重质量,走绿色健康生态的可持续发展道路,延伸产业链条,做好茶旅品牌。
[Abstract]:With the development of Anxi tea industry today, the achievements can not be separated from the clear orientation of the local government to the development of tea industry. Anxi and China tea are on the way to the world, from the great change of strength, this paper takes Anxi tea industry countermeasure as the research topic. Jumping out of the limitations of the research on the current situation of industrial development, the paper puts the development of Anxi tea industry under the background of promoting industrial countermeasures, with the intention of revealing the deep interactive relationship between industrial countermeasures and industrial development. This article takes Anxi tea industry countermeasure as the research object, collects and arranges the Anxi tea industry countermeasure from the Ninth Five-Year Plan to the 12th Five-Year Plan. This paper analyzes the influence of Anxi tea industry countermeasure in promoting the development of Anxi tea industry, affirms the positive influence of Anxi tea industry countermeasure on Anxi tea industry development, and analyzes the effect of Anxi tea industry countermeasure in implementation. It is concluded that the countermeasures of Anxi tea industry are not effective in the following aspects: standard of market main body, fair and equitable market order, authority and stability of industrial policy, implementation of quality supervision system and scientific nature of industrial planning, etc. This paper analyzes the reasons and puts forward corresponding countermeasures and suggestions: combining the "pulse phase" of the development of the tea industry in the near Anxi with the background of the deep reform of the country, we should pay more attention to the quantity and the quality. Last but not least, the policy formulation and guidance of Anxi tea industry should be positioned and examined against the background of reform and opening up, and the 13th Five-Year Plan should be made to correctly guide the development direction of the quasi-tea industry. We should respect the objective law of the development of things and the objective demands of the market, especially in the goal of tea industry development, should not only pursue the quantity, but also pay attention to the quality, take the sustainable development road of green and healthy ecology, extend the industrial chain, and do a good job of the tea brand.
